Full Pay Range: $109891.19 to $164836.79

Position Summary:
Under the direction of the Fire Chief or Deputy Fire Chief directs manages supervises and coordinates the activities and operations of the department. The position provides strategic direction of major fire department divisions as outlined within the fire department including Operations and Essential Services. Other duties will include planning organizing and directing activities within these divisions. Division Chiefs will respond to emergency incidents and provide overhead duties when requested by other agencies or when delegated by the Fire Chief.
Essential Duties:
- Participates in the development and implementation of goals objectives policies and priorities for assigned programs.
- Works collaboratively with the departments senior leadership team and command staff to participate in decisions that guide the department toward accomplishing the mission and vision.
- Directs and coordinates overall fire department activities for assigned divisions and programs.
- Provides work direction and supervision to assigned staff including planning prioritization review of work and evaluation recruits and makes hiring recommendations for positions and oversees the training organization and discipline of personnel.
- Recommends and administers policies and procedures oversees and participates in the development of new fire/lifesafety related programs.
- Prepares specialized budgets related to assigned activities assists in budget implementation participates in forecast of additional funds needed for staffing equipment materials and supplies administers the approved budget.
- Supervises personnel including provision of timely performance evaluations recommends and implements approved discipline provides staff development and maintains high standards necessary for efficient professional operations.
- Conducts and documents formal and informal counseling sessions with subordinates corrects work deficiencies and develops work skills anticipates and resolves potential problems that may affect job performance.
- Monitors compliance with policies standards procedures and guidelines.
- Assists in developing and implementing short and longterm strategic plans in support of department goals and objectives.
- Responds to emergency incidents assumes incident command when necessary and participates in oncall chief officer programs as needed.
- Models appropriate professional conduct maintains appropriate confidentiality of sensitive information complies with and supports city policies and procedures labor laws and MOU provisions.
- Represents the department to outside groups and organizations participates in outside community and professional forums provides technical assistance as necessary serves as staff on a variety of boards commissions and committees prepares and presents staff reports and other necessary correspondence as needed.
- Coordinate and develop firefighter testing and promotional processes for the department.
- Coordinates efforts with other city county state and federal emergency response agencies.
- Assures city personnel/volunteers work in a safe manner follows safety requirements monitors and assures compliance with local state and federal regulations and other legal requirements.
- Assists and supports emergency planning and response programs. Assists with emergency planning and emergency operations center functions during emergencies and Emergency Operations Center (EOC) activation.
- May act on the behalf of the Deputy Chief or Fire Chief in their absence.
- Conducts internal investigations as assigned.
- Performs other duties as assigned.
Operations Division Duties:
In addition to the essential duties the Operations Division Chief may:
- Supervise Battalion Chiefs assigned to shift management position and provides direction for their assigned program areas.
- Assist and support activities related to planning directing and reviewing the emergency operations of the fire department.
- Foster and promote effective integration and efficient coordination between activities shifts stations and employees.
- Be responsible for oversight and readiness of all firefighting and emergency medical services and the operational control of all resources assigned to the Operations Division.
- Facilitate professional development of operations personnel particularly assigned battalion chiefs.
- Identify recommend manage develop schedule and coordinate long and shortrange development for shifts engine companies and other departmental needs required to address anticipated emergency conditions.
- Develop and oversee organizational approaches to fire suppression including wildland suppression special operations emergency medical services programs and coordinate related responses including mutualaid deployments.
- Perform other duties in support of department and assigned division as assigned.
Essential Services Division Duties:
In addition to the essential duties the Essential Services Division Chief may:
- Work with leadership of all divisions to facilitate training and professional development opportunities for all department personnel.
- Ensure readiness of department stations and apparatus by coordinating apparatus facility and equipment maintenance programs ensuring a constant stateofreadiness.
- Conduct needs assessment for apparatus/equipment oversee and participate in design planning and implementation of new apparatus/equipment coordinate with City Fleet Services and outside vendors maintains accurate apparatus/equipment maintenance records.
- Work with the Fire Chief or Deputy Chief to plan develop and implement goals objectives policies and procedures for areas within the essential service division.
- Oversee and direct the logistics programs in the fire department to ensure uninterrupted support and supplies for department operations.
- Be responsible for the professional development training evaluation and related certifications of personnel necessary for effective operation of the departments.
- Oversee the departments performance management activities related to suppression and EMS and works with supervisors to correct deficiencies implements discipline procedures.
- Monitor and update training and emergency medical services to meet automatic aid requirements.
- Perform other duties in support of department and assigned division as assigned.
Minimum Qualifications
- Bachelors Degree in fire science business administration public administration or a relevant field from an accredited college or university or any equivalent combination of education training and experience which provides the required knowledge skills and abilities for this position.
- Eight (8) years of extensive and progressively responsible fire service management experience within the department or in a similar and likesized organization.
- Current or renewable Emergency Medical Responder Emergency Medical TechnicianBasic or Paramedic and/or ability to obtain within 6 months of hire.
- Fire Officer 2 or above or Chief Fire Officer Designation through the Center for Public Safety Excellence.
- Hazardous Material Operations certification or higher or an equivalent rating from another state.
- Current Healthcare Provider level CPR certified (and ACLS for CEPs).
- NIMSand 800 certifications through the Federal Emergency Management Agency.
- Must possess and maintain a valid drivers license with an acceptable driving record.
- Incident Safety Officer certification or an equivalent rating or ability to obtain within one year of hire.
- S130/190 or higher certification.
Note: A combination of education work experience and other relevant exposure may be considered to meet the listed qualifications.
Preferred Qualifications
- Current enrollment or previous completion of the Executive Fire Officer curriculum at the National Fire Academy (NFA) or similar program.
- Nationally recognized incident management certification or equivalent.
- Demonstrated work experience in an accredited fire service organization.
- Demonstrated work experience in aircraft rescue and wildland firefighting.
- Demonstrated work experience in fire department training programs.
- Demonstrated work experience in jurisdictions or settings with a high degree of wildland risk.

Physical Demands and Working Conditions:
- Most work is performed in a normal city office environment work is also performed in the field responding to emergencies and is subject to potential personal danger.
- Operates a variety of standard office equipment including a computer terminal telephone calculator copier and fax machines requiring continuous and repetitive arm hand and eye movement.
- Safely lifts and carries materials weighing up to 30 pounds.
- Work is performed dealing with crisis situations that require making major decisions involving people resources and property.
