The AOCs Center for Court Research is seeking a Senior Research Associate to produce reporting used by courts and the AOCs Family and Youth Justice Programs section to monitor and improve their responses to children involved in the child welfare system. The person in this position will extract data from production systems prepare it to support reporting by creating analytical data files on court cases pertaining to children involved in the child welfare system and load data into analytical and reporting platforms such as SAS Tableau and Power BI. The reporting supports effectiveness fair treatment transparency and accountability within the courts.


The Senior Research Associate will work collaboratively with teams within FYJP and WSCCR with courts and with other child welfare system partners to maintain the relevance of the Dependency Reporting System and to deliver information in ways that are accessible. This position will work closely with researchers to operationalize the data to answer program management and research questions.


While reporting to the Court Research Center Manager the Senior Research Associate interacts with executive leadership agency management the Office of Court Innovations Family and Youth Justice Programs and external stakeholders including judges and court professionals. With Court Research you will be joining a team of skilled researchers and policy analysts who work on topics that are incredibly relevant to the issues of concern seen in the court system today.

WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION


AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to interview and currently reside outside of Washington State seek more information about residency requirements from the AOC hiring manager of this recruitment.


This position requires you to be in the office at least one (1) day per week.

Duties and Responsibilities


Some of the duties you will perform are:

  • Informs the planning and design of reporting to enhance programs pertaining to court handling of cases arising from childrens involvement in the child welfare system.
  • With input from Court Research staff Family and Youth Justice Programs staff and subject matter experts creates process and outcomes measures of child dependency cases including dashboards and other dependency reports.
  • Consults with Research and Family and Youth Justice Programs staff to create information design including tables charts and other visualization navigation interactions and capabilities will make the reporting accessible useful and engaging; and will optimize user interface and audience understanding.
  • Supports researchers by preparing analytical datasets tailored to their research questions and methods ensuring accuracy consistency and alignment with project goals.
  • Uses indepth and specialized subjectmatter expertise obtained through specialized training and job experience to function as technical advisor to other research personnel on specific data development and reporting questions.
  • Collaborates with IT and data governance teams to enhance data integration and ensure data integrity across multiple systems and platforms used for dependency court reporting and analysis.
  • Communicates effectively with major system partners (including judges court staff agency partners and community advocates)to ensure commitment to project goals from inception to completion.
  • Provides training and support to local dependency court coordinators helping them understand interpret and use data to inform court practices and improve outcomes for children and families.
  • Analyzes research data using appropriate techniques; presents research findings to diverse audiences including professionals who work in applied settings and audiences at professional conferences.
  • Performs other duties as required.

Qualifications and Credentials


The requirements for the position are listed below. However AOC will consider any combination of relevant experience and education in its review of applicants. We encourage all interested persons to apply and be considered.


  • Masters degree in criminal justice public administration or other social science field including graduate training in public sector management research methods and statistics

AND

  • Five (5) years of professional work conducting empirical field research in an applied or graduate setting

AND

  • At least two (2) articles either accepted or published


OR


  • At least two (2) professional project reports documenting the execution of research efforts including formulation of conclusions & recommendations.



THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE EDUCATION KNOWLEDGE SKILLS AND ABILITIES


  • Ability to extract transform match merge filter reformat and otherwise manage data from complex administrative systems for valid and accessible reporting.
  • Ability to assess data quality and completeness.
  • Ability to seek feedback and adapt to improve.
  • Ability to form productive working relationships to treat others with respect and consideration and to work effectively with people of different abilities and skill levels.
  • Ability to develop and deliver formal presentations.
  • Ability to appropriately respond verbally and in writing to stakeholder inquiries and feedback.
  • Ability to construct data files for analysis using statistical analysis software packages such as SQL SAS R or other contemporary approaches to data handling.
  • Ability to analyze large databases using statistical methodology.
  • Ability to effectively identify tasks activities and timelines necessary to achieve a stated purpose; identify actions that are most important and time sensitive; skillfully establish priorities and a sequence of activities; develop a clear understanding of required action steps.
  • Ability to develop plans and strategies that clearly identify the purpose critical actions priorities timelines scope methodology and expected outcomes.
  • Ability to accurately assess the resources necessary to carry out planned actions; perceive the impact and implication of decisions made regarding resources.
  • Ability to anticipate potential problems as well as opportunities and adjust plans.
  • Ability to develop effective written communications such as the results of quantitative analyses formal reports academic research papers and Webpublished research briefs for various audiences.
  • Ability to make timely sound strategic decisions and recommendations consistent with organizational objectives.
  • Demonstrated ability to work with stakeholders including those with lived experience in the design of reporting programs and the assessment of court processes and outcomes.
  • Working knowledge of court justice system or related systems (child welfare treatment education corrections) research; research methods; research design; program evaluation; performance management agency objectives and programs.
  • Proficient time and resource management skills the ability to work on multiple assignments concurrently plan work to accomplish assignments and manage time to complete assigned tasks within the structure set by supervisor.
