Job Description

OVERVIEW

We are currently seeking a HSE Manager for our UTMB project inGalveston TX.

The HSE Manager assists with inspections accident investigations conducts safety meetings and the overall implementation of the health safety and environmental (EHS) processes. The HSE Manager shall be responsible for compiling and maintaining necessary records logs and other reports pertaining to safety required by the contractor client Federal State and Local regulations.

RESPONSIBILITIES

  • Works directly with the Project Manager and the management team to develop and implement an effective sitespecific EHS plan while adhering to all corporate divisional and regional EHS programs and processes.
  • Assists Project Managers and EHS Managers/Specialists in the coordination of subcontractor EHS protocols including vendors and owner personnel working on company project(s). Coordinates project EHS programs with subcontractors. Assists in planning and coordinating work to eliminate hazards minimize risks and aggressively manage losses involving injuries or property damages.
  • Coordinates quarterly comprehensive onsite EHS audits. Periodically inspects and evaluates the project site equipment and processes for compliance with applicable local state and federal regulations as well as company and owner policies and procedures.
  • Conducts accident investigations and completes incident reporting for Project Management review.
  • Accompanies injured employees to treatment and medical evaluation. Ensures all EHS protocols are followed.
  • Advises Project Management on Industrial Hygiene protocols; performs Environmental Monitoring.
  • Manages Companys DrugFree Workplace Policy ensuring proper testing for PreEmployment Vehicle Authorization Reasonable Suspicion PostAccident Random and FollowUp.
  • Provides training and education to Company personnel regarding EHS requirements including coordination of new hire EHS orientation programs.
  • Administers the corporate SPAT process on assigned projects.
  • Completes and provides a weekly EHS update to EHS Leadership.

QUALIFICATIONS

  • Bachelors Degree in Safety Industrial Hygiene Civil Engineering or Construction Management or equivalent
  • CHST (Construction Health & Safety Technician) Certification
  • Minimum 5 years of experience in the construction EHS field
  • Excellent communication skills critical thinking and problem solving abilities and ability to prioritize organize and manage time
  • Knowledge of regulations and standards as well as hazard recognition and injury management skills
  • Some travel required
  • Required to stand sit walk and/or climb stairs or ladders
  • The PSC/PSA must have practical knowledge working experience and documented continuing education in the following areas.

Training Documentation: Certificates for training in the following areas:

Fall Protection

  • Scaffolding
  • Electrical (NFPA 70E)
  • Excavation
  • Confined Space
  • Crane and Controlled Access Zone
  • Lockout/Tagout
  • Warehouse Forklift
  • Rough Terrain Forklift
  • Mobile Elevated Work Platforms
  • Accident Investigation (OSHA 7505

Each certificate must include:

  • Instructors name
  • Training date
  • Confirmation of at least4 contact hours per course
  • Certificates must beissued within the last five years.
  • Corresponding curricula for each course must be submitted.
  • CPR and AED Certification: Must be current withintwo years.
  • Exclusions:
    • OSHA 10/30hour Construction Outreach or OSHA 510 certificates are not acceptable as substitutes for required training listed above.
    • Training courses less than four hours per topic are not acceptable.
  • Experience:
    • Minimum7 years of construction safety experience with at least5 years in construction safety process management.
    • Candidates with a fouryear degree in a safetyrelated discipline require a minimum of3 years of field experience.
  • OSHA Certification Options:
    • OSHA 500 (Trainer in Occupational Safety and Health for the Construction Industry) or OSHA 502 (Update for Construction Industry Outreach Trainers).
  • Documentation Requirements:
    • Formal submittal of proof of qualifications is required before any work commences.
    • Qualifications must remain valid throughout the project duration.

Project Safety Assistant (PSA) Requirements

Experience: Minimum of5 years of construction safety experience dedicated solely to building construction safety.

  • OSHA Certification Options:
    • OSHA 510 (Occupational Safety and Health Standards for Construction Industry) OSHA 500 or OSHA 502.
  • Documentation Requirements:
    • Formal submittal of proof of qualifications is required before acceptance.

The actual base pay is dependent upon many factors including but not limited to: training transferable skills work experience business needs and market demands. The base pay range is subject to change and may be modified in the future. This role may also be eligible for a bonus and other benefits.
