SUMMARY

This position is part of the PostConstruction group within the Surface Water Quality and Environmental Permitting Program of the Storm Water Services Regulatory Division. This group is responsible for ensuring development within the city is constructed in compliance with applicable stormwater management regulations. This position requires fundamental knowledge in understanding Stormwater Control Measure (SCM) design implementation and maintenance along with a regulatory understanding of related City of Charlotte Unified Development Ordinance (UDO) Articles 23 25 and 26. This position is also involved with managing asset data and coordinating relevant data analysis.

Major Duties and Responsibilities

  • Data entry management and recall in CityWorks database of SCM assets inspections and other data points.
  • Review and analysis of engineered construction plans designs specifications and calculations for compliance with applicable ordinances.
  • Conduct and produce hydrologic and hydraulic modeling to support stormwater management goals.
  • Provide exceptional customer service to both internal and external stakeholders.
  • Serve as a key resource for advising projects compliance with applicable ordinances.

Knowledge Skills and Abilities

  • Ability to read understand and interpret engineered construction plans and specifications related to SCM design stream buffer impacts stream buffer mitigation and other associated storm water infrastructure.
  • Ability to produce analyze and review hydrologic and hydraulic modeling and reports.
  • Proficiency in Microsoft Office products and other administrative computing skills.
  • Experience with ArcPro or equivalent GIS systems.
  • Effective communication skills both verbal and written.
  • Ability to analyze data and develop technical reports.
  • Ability to work cooperatively with other City employees and the public.
  • Ability to plan prioritize and complete assignments with minimal supervisions.

Minimum Qualifications

  • Bachelors degree in civil or environmental engineering or a related field.
  • Engineering or construction management experience involving storm water infrastructure and regulations.
  • Experience in water quality modeling planning design and construction of SCMs.

    Preferred Qualifications

    • Knowledge of the CharlotteMecklenburg SCM Design Manual and Charlotte Unified Development Ordinance.
    • Certification in SCM inspection and maintenance through a regional certification program or the ability to obtain within one year.
    • Professional certifications related to storm water understandings or licensure as a professional engineer.

    Bachelors Level Degree Engineering and One Year Experience

    CONDITIONS OF EMPLOYMENT
