About the opportunity
TheEnergy Division catalyzes the transition to a clean resilient and just energy future. This position leads the Energy Programs in Communities Unit of the Energy Division overseeing programs that enable all communities to participate in the clean energy transition. We seek an innovative inclusive and decisive leader to join our management team. The Managing Director leads a team of 3040 professionals administering state and federal funding focused on improving access to renewable energy and efficient technologies increasing community resiliency reducing energy burden and advancing environmental justice initiatives.

As Managing Director you will drive program success through strategic design efficient procurement and contracting and policy implementation that advances our states clean energy and environmental justice goals. The Managing Director reports to the Assistant Director for the Energy Division and serves as a member of the divisions and agencys management teams.

What youll work on

Among the varied range of responsibilities of this role the Managing Director of the Energy Programs inCommunities unit will:

  • Provide strategic leadership of the Energy Programs in Communities daily operations providing overall management and policy implementation. Responsible for the effective management development and spending of a $650 million unit budget in accordance with laws rules processes and directives.
  • Oversee the administration of funding programs focused on renewable energy grid innovation and emerging decarbonization technologies including ensuring compliance with all state federal and program requirements.
  • Oversee ongoing agencywide compliance with the Healthy Environment for All (HEAL) Act ensuring environmental justice principles are incorporated into program delivery and organizational practices. Develop strategic approaches and collaborative partnerships to sustain HEAL Act implementation as agency culture evolves.
  • Advise the Assistant Director and Commerce staff on political and policy implications for broad issues related to clean energy development and environmental justice.
  • Communicate with national and state organizations federal state and local policy makers legislative and congressional staff the Office of the Governor and the Office of Financial Management.
  • Develop and maintain strong working relationships and strategic partnerships with Tribes local governments advocacy groups communitybased organizations utilities and the business community.
  • Collaborate with Commerce leadership to attract train support and retain a diverse and skilled workforce.
  • Cultivate a positive work environment that promotes a sense of belonging leadership and accountability.

Who should apply

As part of the Energy Division leadership team the Managing Director of the Energy Programs in Communities unit is expected to be a strategic and actionoriented leader with a solid understanding of clean energy development and environmental justice practices.

Professionals with any combination of nine 9 total years of education or experience are encouraged to apply. This could be gained by a combination of relevant education beyond high school equivalency public policy or business administration professional experience managing complex programs policy implementation grant management procurement and contracting experience.

A minimum of two 2 years of the abovereferenced experience must be in supervising and leading staff.

Required Education & Experience:
Any combination of professional level experience in managing complex programs policy implementation procurement processes and contracting AND college level coursework in public/business administration public policy environmental science or a closely related field totaling nine 9 years.
Examples of how these qualifications can be met include but are not limited to:
Nine 9 years of professionallevel experience managing complex programs policy implementation
procurement processes and contracting. Two of the nine years of professionallevel experience must include supervision in a professional setting.
OR
An Associates Degree in public/business administration public policy environmental science or a closely related field and seven 7 years of professionallevel experience managing complex programs policy implementation procurement processes and contracting which must include two 2 years of supervision in a professional setting.
OR
Bachelors degree in public/business administration public policy environmental science or a closely related field and five 5 years of professionallevel managing complex programs policy implementation procurement processes and contracting. Two 2 of the five 5 years of professionallevel experience must include supervision in a professional setting.

  • Performance accountability Experience establishing performance targets and driving a team to achieve results. Directs the development and application of contractor monitoring risk assessment performance data and prepares reports on program achievements costs benefits and improvement strategies
  • Decisionmaking and judgementRecognizes problems and responds systematically gathers information sorts through complex issues seeks input from others addresses root causes of issues makes timely decisions can make difficult decisions uses consensus when possible and communicates decisions to others.

Preferred qualifications:

  • Proven experience navigating political environments with a deep understanding of legislative processes resource advocacy policy development and programimpacting decisionmaking.
  • Comprehensive knowledge of federal and state clean energy policies strategies and best practices.
  • Demonstrated history working directly with or supporting environmental justice organizations and building collaborative relationships with historically marginalized communities Tribal nations and lowincome populations.
  • Strategic foresight to identify potential challenges in the regulatory landscape and develop responsive short and longterm solutions while maintaining program continuity.

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though travel to a Commerce office building located in Seattle and Olympia or instate travel to attend events or meetings may be required.
