Description
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Reporting to the Senior Manager Business Systems Project Controls the Manager Business Systems Planning and Estimating is accountable for planning and supporting the various initiatives and activities related to business systems analysis and major business processes in collaboration with relevant stakeholders. The Manager is accountable for providing recommendations related to priorities and continuous improvement of processes and systems supports.
What will I be doing
  • Leads development and implementation of project management tools processes and controls.
  • Provides leadership and guidance for application compliance and issue resolution.
  • Plans and manages mediumsized business systems projects from initiation to completion.
  • Conducts project risk assessments and advises management on technical and information security risks.
  • Evaluates effectiveness of business systems through client and project team consultation.
  • Acts as liaison between business users and leadership on prioritization and planning.
  • Analyzes operational data to drive improvements in incident reduction and platform stability.
  • Manages changes and updates to PMIS ensuring stakeholder engagement and effective rollout.
  • Supports fullcycle solution design and testing processes for applications.
  • Supervises trains and motivates Application Specialists to ensure highquality standards.
  • Leads business requirement analysis to deliver aligned technical solutions.
  • Prepares and presents business process and improvement recommendations to senior management.
  • Builds strong working relationships across departments and vendors for smooth collaboration.
  • Anticipates client needs and adjusts processes to accommodate legislative or policy changes.
  • Coordinates with technical teams and stakeholders to ensure clear communication and expectations.
  • Troubleshoots CostX issues with IT and vendors to ensure system functionality.
  • Supports team goalsetting and performance monitoring in line with service quality standards.
  • Drives continuous improvement initiatives and process optimization strategies.
  • Monitors project progress budget adherence and outcome delivery; addresses variances proactively.
  • Oversees team performance management budgeting crosstraining and staffing plans.
What Skills and Qualifications Do I Need
  • Bachelors degree in Business Administration Project Management Engineering Business Analytics Quantity Surveying or equivalent education/experience.
  • Demonstrated progressive experience implementing Program Management Information Systems (PMIS) with additional experience supporting EPC projects in project management and business systems roles.
  • Subject matter expert in CostX and at least one of the following systems: InEight Primavera P6 Oracle Contract Manager or Primavera Unifier.
  • Strong background in business analysis data and digital management for large capital programs and managing multiple system implementation/integration projects.
  • Skilled in preparing detailed cost estimates (e.g. mechanical utilities O&M) with experience in AFP/P3 construction contract models.
  • Proven leadership in managing technical and functional teams; expertise in CostX configuration integration reporting and analytics.
  • Proficient in MS Office and SharePoint; advanced PMIS knowledge with strong reporting and project documentation skills.
  • Exceptional communication interpersonal analytical and problemsolving abilities; adept at stakeholder engagement and navigating complex multidisciplinary environments.
  • Strong project management data analysis and continuous improvement skills with a customerfocused mindset.
  • Knowledge of Metrolinx operations relevant legislation and compliance standards.
