Job Description

Overview:

Fiscal Compliance Specialist will review CommunityBased Organization (CBO) budgets budget revisions invoices financial statements etc. as well as maintain comprehensive financial records to ensure fiscal compliance with external funding source requirements. This position will also conduct onsite or virtual fiscal monitoring reviews and conduct risk assessments and compliance testing.

Responsibilities:

The general duties and responsibilities of the position include but are not limited to the following:

  • Review and verify subrecipient invoices to process payments using grant funding sources. Ensure documentation accuracy adherence to contract terms and funding source requirements to render timely payments.
  • Set up maintain and update auditable files and records including invoices payment information adjustments statements and coding.
  • Prepare necessary audit and financial documentation for external auditors to complete yearend financial statements and Single Audit filings.
  • Assist in the preparation and of federal state and internal audits for all OWD funding sources.
  • Conduct onsite compliance testing and fiscal monitoring of CBOs to ensure adherence to grant and funding regulations.
  • Review invoices payment requests reports and other financial documents associated with compliance audits.
  • Provide training to subrecipients and Grants Managers in conjunction with department staff on grant budgeting invoicing fiscal policies and procedures.
  • Perform other related duties as assigned.

Minimum Entrance Qualifications:

  • Two plus 2 years of experience in accounting experience preferably in publicsector accounting.
  • A bachelors degree is preferred and may account for two 2 years of experience.
  • Knowledge of fiscal compliance including auditing and monitoring practices or 2 CFR Part 200 is highly
    desirable.
  • Excellent oral and written communication and organizational skills.
  • Proficiency with Microsoft applications and Google Suite.
  • Bilingual preferred (Spanish Haitian Creole Cape Verdean Creole Chinese and Vietnamese).
  • Ability to exercise good judgment and focus on detail as required by the job.
