Job Description

We have an opening for an Explosives Training Manager to oversee the training qualification and certification program supporting multiple facilities. You will directly support the Explosive Operations program by implementing and maintaining a robust training program that is systematically derived using instructional systems design processes. This position is closely tied to operational and programmatic operations and includes interaction with multiple leaders and explosive experts in a high consequence environment. You will collaborate with Explosives Facility Managers Explosives Safety Experts and Programmatic Leadership to ensure the High Explosives Training program meets operational requirements. This position demands expert facilitation and leadership skills as well as innovation in various training modalities (e.g. webbased video OJT lecture classroom) while simultaneously ensuring the training program meets LLNS contract requirements DOESTD1212 and other federal and state regulation and LLNL policies and procedures. You will leverage your technical experience strong communication leadership and planning skills to budget for and lead a training program in designing developing and maintaining an efficient and effective training program ensuring LLNL SD Explosive Operations has a workforce trained and qualified to meet the demands of a research and development (R&D) hazardous facility in a heavily regulated environment. This position is in the Strategic Deterrence (SD) Directorate.

This position requires fulltime onsite presence due to the nature of the work.

In this role you will 

  • Establish and maintain an explosives training program that meet LLNL contract requirements DOE directives and industry standards for training development. This includes managing the Explosives Handler Certification program.
  • Represent the Explosives Safety Committee (ESC) in managing all aspects of explosives training for the LLNL explosives handler population including writing performancebased training instructional design methodology and writing institutional policy.
  • Manage and guide the development and implementation of plans guidelines procedures and other mechanisms that establish direct administer and evaluate the effectiveness of the training program.
  • Serve as the Chairperson of the Explosives Safety Committee (ESC) training subcommittee and explosives certification boards while ensuring that changing organizational processes and procedures are appropriately flowed down into applicable training procedures programs plans and courses.
  • Partner with facility programmatic and training personnel to ensure the training program meets operational needs at LLNL work locations while simultaneously meeting LLNL Training Program Manual and DOE Explosives Safety Standard requirements.
  • Lead a team of Training Specialists Administrators and a Training Committee composed of Explosives Subject Matter Experts and Operational Experts to build maintain and refine a highly technical training program with an emphasis on safety compliance and effectiveness.
  • Design develop and produce complex explosives training curricula using a spectrum of instructional methods and media including print video instructorled and/or multimedia/online.
  • Manage thirdparty vendor contracts and their training materials to ensure compliance with operational and regulatory requirements.
  • Facilitate and deliver technical/explosives training as required both on and offsite.
  • This position requires periodic travel.
  • Perform other duties as assigned.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Qlevel security clearance which requires U.S. citizenship. 
  • Bachelors Degree in Training and Development Management Explosives Engineering or equivalent combination of education and related experience.
  • Experience engaging in and leading multidisciplinary teams in safety critical environments conducting management assessments incident analyses effectiveness reviews or other equivalent assessment processes.
  • Advanced technical knowledge and demonstrated leadership experience in high hazard environments.
  • Demonstrated advanced experience training and coaching others in the safe management and handling of hazardous materials.
  • Demonstrated ability to champion lead and develop creative cuttingedge solutions principles theories and concepts; coupled with experience providing expert technical and process instruction to engineers technicians and operations staff.
  • Proven knowledge and use of computer software applications enlisted for training development.
  • Advanced written and verbal communication and collaboration skills necessary to lead a team effectively present technical knowledge and provide advice to senior management external sponsors and stakeholders.
  • Advanced experience making critical decisions meeting critical deadlines resolving highly complex problems and implementing solutions often under conditions of uncertainty.

Qualifications We Desire

  • Experience exercising a high degree of maturity discretion independence and judgment with moderate to high programmatic and high safety related consequences of error.
  • Extensive knowledge of current Federal State local and explosives safety regulations and policies including DOESTD1212 Explosives Safety.
  • High degree of skill in designing and developing training programs in a regulated environment.
  • Experience managing qualification processes in a highrisk technical environment.
