Job Description

Summary

King Countys Department of Executive Services (DES) is offering an opportunity for a Special Project Manager IIIto join the Harborview Bond Program Office.

This career service position will report to the Bond Program Section Manager. This role will help lead the full scope of project management work necessary to implement all phases of design and construction of new facilities including a new tower on the Harborview Medical Center campus. This roles will require consistent internal coordination and collaboration within King County Harborview UW Medicine and various external parties This positions will be integral in helping to deliver one of the largest capital projects in King County history.

About Harborview Medical Center

Harborview Medical Center is a comprehensive health care facility owned by King County Government governed by a Countyappointed Board of Trustees and managed by the University of Washington School of Medicine. Its primary mission is to provide high quality to the indigent and underserved residents of King County. In serving a fourstate region Harborview is home to the nationally renowned levelone trauma center and the Medic One Emergency Response Unit which was established as one of the countrys first paramedic response programs. Many of Washington States emergency medical service technicians are trained at Harborview. The Medical Center combines stateoftheart emergency medical services with general medicine and specialty clinics including centers of excellence in burn neurosciences ophthalmology infectious disease and rehab therapy. Harborview Medical Center is the designated disaster control hospital for the region.

Over the years Harborviews medical facilities have expanded and changed to meet the demands of a growing population and progress in the fields of patient care medicine and technology. The current campus spans 13 acres and multiple buildings connected by underground tunnels.

In 2020 the voters of King County approved $1.74 billion in bond funding to support new facilities at Harborview Medical Center. The resulting Harborview Bond Program will build over one million square feet of new and renovated spaces. The new facilities will include construction of a newhigh rise inpatient bed tower and a new behavioral health building. Seismic renovations to the Center Tower and Harborview Hall will increase capacity for supportive services and respite beds. Additional upgrades are designated throughout various facilities including a full renovation of the Pioneer Square Clinic. The Harborview Bond Program will impact the entire campus including new street and helipad access. The work is expected to extend over a minimum 8 years and the campus will remain operational 24/7 throughout the duration of the work.

Job Duties

  • Manage project communications ensuring effective exchange of information between King County Harborview consultants and stakeholders.

  • Conduct project meetings and prepare regular reports to update the status of program work.

  • Develop and implement strategic approaches to project issues ensuring alignment with other critical path activities.

  • Lead project management of interior hospital renovations within a fully operational 24/7 hospital.

  • Track project performance specifically to analyze the progress and success of short and longterm goals.

  • Demonstrate an understanding of specialized project requirements for operating in occupied spaces with intricate infrastructure and stringent access control.

  • Manage schedule scope and budget from initiation to completion ensuring effective communication with all involved parties.

  • Coordinate and track the activities of multiple contractors and maintenance teams.

  • Manage High level complex enterprise wide projects requiring multiagency deliverables
  • Ensure compliance with all State County and City regulatory requirements.

  • Direct and coordinated planning and programming activities for site development in collaboration with Harborview UW key stakeholders and community partners.

  • Promote and ensure participation by minority and womanowned contractors and cultivate a project wide environment that supports Equity and Social Justice (ESJ) principles across all project areas.

  • Develop and implement strategic project issues that are coordinated with other critical path issues.

Experience Qualifications Knowledge Skills

Have strong experience working on highly visible programs and initiatives involving numerous interested parties and community groups.

Be customer focusedand comfortable advising and partnering with the Senior and Executive level management team and stakeholders regarding complex initiatives policies and issues involved in executing major capital programs.

Understandshow to manage complex projects including scoping and organizing resources developing work programs and facilitating multidisciplinary teams.

Are proactiveandable to coordinate a high volume of diverse assignments. Can handle multiple competing priorities and maintain attention to detail.

Excellent People Leaderand understands how to manage effectively through others.

Be a Champion for Equity and Social Justice by advancing this work within all aspect of the project.

Work schedule: The typical workweek is MondayFriday 8:00 a.m. 5:00 p.m. This position is exempt and is not eligible for overtime compensation.
