About the Agency:

HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.

Your Team:

The Office of Investigations and Labor Relations (OILR) part of the Office of the First Deputy Commissioner at the Department of Housing Preservation and Development supports the agencys mission by serving all divisions and offices to address a wide range of operational and personnel matters across the organization.

Your Impact:

HPD administers the fifth largest Section 8 Program in the nation also known as the Housing Choice Voucher Program. The Section 8 Program provides Federal rent subsidies to eligible lowincome families for decent safe and affordable housing. HPDs Section 8 Appeals Unit manages and conducts informal hearings and reviews which are the mechanisms through which Section 8 Program participants/applicants appeal Program decisions concerning their eligibility for rent subsidies. The candidate will be expected to perform highly confidential and sensitive investigations concerning misconduct and incompetence of agency employees including within the Section 8 Program.

Your Role:

Your role will be to conduct preliminary research examine and analyze evidence and records including employee records telephone records and any other records derived from lawenforcement databases and City agencies.

This position is ideal for a candidate who is inquisitive resourceful and has the ability to analyze documents records and data. The successful candidate will be conscientious creative detailoriented selfmotivated and flexible enough to perform effectively both independently or as a team.

Your Responsibilities:

Your responsibilities will include conducting interviews taking statements and complaints as well as coordinating and performing field surveillances. In addition the Investigator will conduct personal service of various notices and other documentation and produce written reports and internal memoranda concerning findings with recommendations. Substantiated findings of misconduct may result in prosecution and the Investigator will be responsible for assisting in trial preparation and may be required to testify at hearings and other court proceedings.

Preferred skills:

Prior experience in conducting or assisting in disciplinary investigations. 2. Solid writing ability. 3. Strong communication skills excellent judgment and confidence to discuss the results of your analysis. 4. Highly detail oriented and organized with the ability to multitask. 5. Ability to prioritize. 6. Ability to initiate and drive projects to completion with minimal guidance. 7. Ability to exercise discretion on sensitive and confidential matters.

CANDIDATE MUST:
1. Possess a NYS Drivers License. 2. Be willing to perform filed work involving early morning and latenight flexibility. 3. Have excellent computer and writing skills.

Qualifications :

Qualification Requirements

1. A baccalaureate degree from accredited college; or
2. A fouryear high school diploma or its educational equivalent and four years of satisfactory fulltime experience in one or more of the fields of accounting auditing correction administration criminal justice administration and planning forensic science inspection law enforcement personnel administration police science and security or in a major operational area of the agency in which the appointment is to be made; or
3. Education and/or experience equivalent to 1 or 2 above.
