The VDOT Bristol District is excited to announce an opportunity to serve as a Construction Manager. We seek an experienced individual to assist the Area Construction Engineer in leading guiding and directing the operations of the Bristol District Construction program.
Positionspecific responsibilities and duties include but are not limited to:
Provide responsive management oversight and administration throughout all phases of roadway construction projects maintenance projects and transportation facilities ensuring successful delivery of projects of moderate to considerable complexity on time on budget with high quality and environmental compliance.
Responsible for project management cost management time management quality management contract administration and safety/risk management.
Review and interpret plans specifications and contract documents during all phases of project development including both design and construction.
Proactively resolve issues and avoid claims during construction.
Actively monitor scope schedule and budget and prepare cost estimates as needed.
Analyze and process change orders write projectrelated correspondence and supervise inspection personnel.
Review project documentation and certify project records and material testing results.
Ensure environmental safety and quality compliance and oversee utility coordination throughout the construction process.
Provide project oversight support technical advice and perform contractor performance evaluations. Identify and provide onsite technical training and mentoring for inspection staff as needed.
Ensure inspection tasks are adequately covered and all project construction activities are accurately documented.
Maintain Construction Engineering Inspection (CEI) budget and staffing plans development.
Conduct construction progress meetings to resolve constructionrelated issues and partnering meetings to ensure both stakeholder coordination and citizen concerns are met.
Actively participate in constructability and biddability reviews during the design development phase.
Ensure pay quantities are reconciled with contractors and that all project communication and decisionmaking are in conformance with policies and procedures established by the Department and contract documents.
Minimum Qualifications
Proven ability to manage construction activities on a wide variety of roadway structure and
bridge construction projects.
Knowledge of federal state and local transportation rules regulations and policies.
Skill in the use of computers and software applications to include AASHTOWare Project
(AWP) or project management software.
Knowledge of road and bridge construction standards specifications MUTCD
environmental regulations safety requirements and DBE EO and CR guidelines rules and
regulations.
Valid drivers license.
Ability to communicate effectively verbally and in writing with contractors political entities
and general public.
Knowledge of preliminary engineering practices and contract development and management
processes (contracts special provisions and specifications).
Safety shoes required.
Possession of or ability to obtain required certifications within 12 months of employment.
Knowledge of strategic managerial operational human resource supervisory
administrative and financial management principles practices and techniques.
Considerable knowledge of highway construction management techniques methods
procedures practices materials and equipment.
Additional Considerations
Asphalt Field Level II
Possession of current certifications and completion of fall protection and confined space
training.
DEQ: Inspector for Erosion Sediment Control (ESC IN)
A combination of training experience or education in Civil Engineering Construction
Management or related field desired.
DEQ: Inspector for Storm Water Management (SWM IN)
Experience in engineering or surveying related to construction and inspection requirements
on highways and structures. Experience supervising and training others. Experience with
VDOT contract specifications desired.
Radiation Safety USDOT HAZMAT Certification (Nuclear Gauge)
Professional Engineers license or Certified Construction Manager (CCM) certification.
Soils & Aggregate Compaction
Guard Rail Installer Training (GRIT)
Asphalt Field Level I
CPR with AED Standard First Aid and Blood Borne Pathogens (BBP) Combined Course
American Concrete Institute (ACI) Concrete Field Level I (CCWA) OR WACEL Concrete I
Certification
Experience supervising consultant or inhouse inspection staff.
Experience with VDOT contract specifications.
