The analyst position would be directly assigned to the Internet Crimes Against Children Division. The analyst would be involved with the daily assignment of investigative leads and intelligence gathering pertaining to those leads. The analyst would be expected to assist with the organization of the division through information gathering monitoring and performance reporting. This is responsible advanced professional analytical and technical work of significant complexity that requires gathering researching analyzing and organizing confidential investigative information related to criminal violations. Work requires independent judgment critical thinking and solution analysis abilities.
Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished from higher classes by its lack of supervisory responsibility and from lower classes by the specialized nature of the research and analysis required with direct emphasis on criminal investigations.

ESSENTIAL JOB FUNCTIONS
Continuously monitors crimes against children investigative leads known as CyberTips to ensure priority tips are assigned without delay to the appropriate agency. Contact the affiliated agency to ensure they are aware of priority tip assignment. Following up on priority tips to ensure the agency is investigating the CyberTip is also required.
Review and assign CyberTips through case management system utilizing investigative tools and systems to determine which affiliate agency should receive the CyberTip based on jurisdiction.
Responds to and corresponds with local state national and international law enforcement agencies in relation to CyberTips and/or criminal intelligence.
Prepare reports or correspondence including but not limited to suspect profiles utilizing law enforcement and opensource databases.
Manages users of case management system reviews and approves monthly performance measures audit of user loginuse and aggregate submission of measures to OJJDPdesignated location.
Retains accurate records for affiliate contact list and fulltime equivalency information. Submits annual staffing report to OJJDPdesignated location.
Ensures all affiliates have a copy of and access to the ICAC Task Force Program Operational and Investigative Standards.
Works collaboratively and maintains positive professional relationships with agency members affiliate agencies vendors and nonsworn organizations such as NCMEC that OJJDP has recognized as a legitimate source of assistance.
Performs daily evaluation and analysis of criminal intelligence information to predict capabilities intentions and vulnerabilities of individual suspects or criminal groups.
Monitors the levels and patterns of criminal incidents and perform periodic tabulations of selected type of crimes or incidents by area period frequency and offense characteristics.
Makes analysisbased recommendations in oral and written communications to supplement and assist decisions of police administrators related to staffing and the implementation of special details and tactics all in efforts to maximize the use of limited resources by enhancing the way police respond to crime.
May assist with expanding state and regional ICAC task forces to prevent interdict investigate and prosecute Internet Crimes Against Children.
May assist in preventing Internet crimes against children by improving the number of education specialists dedicated to Internet crimes against children.
May organize and or provide training and orientation for new affiliates and sworn personnel.
Attends work on continuous and regular basis.
NONESSENTIAL JOB FUNCTIONS
May accompany sworn personnel in the field during criminal investigations.
Assists in identifying user needs for training equipment and supplies.
Assists in formulating operating procedures.
Assists in managing inventory for task force.
May work with fiscal and finance for purchase requisitions.
May be required to testify in court.
Performs other related duties as assigned.
Assists ICAC Commander with reporting as needed including but not limited to biannual performance reports grant submissions and audits.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
A Bachelor/Associates degree from an accredited year college or university with major course work in criminal justice criminology police administration or related field with at least one 1 year of progressively responsible experience in a Law Enforcement agency.
Or:
Graduation from high school or possession of an acceptable equivalent diploma with two 2 years of progressively responsible experience in a Law Enforcement agency.
Experience as a law enforcement officer preferred.
CERTIFICATIONS OR LICENSES
LICENSES
Valid driver license required upon start date. Valid Florida driver license required within thirty 30 days of appointment and at all times while employed in this position.
CERTIFICATIONS
Must obtain within one 1 year of start date and maintain Florida Department of Law Enforcement (FDLE) and/or International Association of Crime Analysts (IACA) Law Enforcement Analyst Professional Certification(s).
Must obtain National Crime Information Center (NCIC) and/or Florida Crime Information Center (FCIC) within one 1 year of start date if applicable. Must maintain NCIC and/or FCIC Certifications.
Must complete and pass the DOJ Online Financial Management Training within six months of start date and maintain certification every two years.
KNOWLEDGE SKILLS AND ABILITIES

Knowledge of police operations and training in criminal behavior research methods and statistical techniques.

Working knowledge of computers and relevant software and the ability to apply such knowledge in the performance of job duties.
Ability to research and provide formal analyses and recommendations.
Ability to understand and extract pertinent information from data relevant to crime analysis.
Ability to analyze data to evaluate effectiveness and make recommendations based upon insights.
Ability to make effective presentations in group or individual settings.
Ability to work effectively with elected officials charter officers department heads representatives of other agencies other city employees and the general public.
Ability to maintain security and confidentiality.
Ability to keep records and prepare reports.
Ability to plan organize and coordinate work assignments.
Work independently and as a team.
Ability to speak and understand the English language.
