Job Summary
The Associate Director of Payroll under the direction of the Executive Director of Human Resources/Payroll assists in the administration of payroll. The Associate Director will also be responsible for several major office functions including TRS reporting and payment serving as the backup for payroll and the completion of various reports or salary surveys as requested.
Essential Functions
Works closely with the Executive Director to oversee the daily functions operations and activities of payroll to ensure proper payment of wages by supervising the preparation of the semimonthly monthly and adjustment payrolls Assist in developing drafting implementing interpreting and enforcing payrollrelated policies and procedures Ensures that the inhouse payroll system is working as expected and in compliance with state and federal laws Collaborates with programming staff to create and/or modify payrollrelated reports Assists Executive Director with the approval of payroll items (PSFs) for semimonthly and monthly payrolls Assist the Executive Director with approval of the semimonthly and monthly payrolls Approve journal entries and keep payroll and benefitsrelated general ledger accounts balanced Oversee employee leave balances reports and departmental procedures for these items Assist with the approval of check requests and purchase orders Prepare and submit monthly payment for Teacher Retirement System of Texas TRS contributions to the Comptroller (Texnet) promptly and by the stated deadline Prepare monthly TRS reports accurately and promptly by the stated deadline and reconcile associated general ledger accounts Assist with data entry for payroll; serve as the backup for payroll Assist the Executive Director with all activities related to preparing the fulltime employee salary budget including salary schedules etc. Assist current and former employees with inquiries regarding the retirement withdrawal process Compile and prepare salary surveys federal and state reporting which include but is not limited to: CBM008 LBB LAR TACC Salary Supplements and open records requests Extract data from HRIS Payroll/Benefits System to create adhoc reports Compile data for the completion of the quarterly veterans report Crosstrained and able to provide coverage for others in the HR department Responsible for the daytoday management of the Payroll Manager parttime clerk(s) and workstudy student(s) Provide training to managers and applicable staff on payrollrelated topics as requested Assists in the creation and maintenance of payrollrelated forms and ensures that published forms are uptodate Other duties as assigned
Physical Demands
Must be able to remain in a stationary position 50 of the time The person in this position needs to occasionally move to other locations on and off campus This position may require occasional travel for training meetings and events both in and out of town Repetitive use of a keyboard at a workstation Use of manual dexterity The person in this position frequently communicates with others; must be able to exchange accurate information Specific vision abilities required by this job include close vision distance vision color vision and the ability to adjust focus Frequently moves equipment or paperwork weighing up to 20 pounds Office setting Duties indoors and some outdoors Ability to work extended hours as needed especially during the months of August and September
Required Qualifications
Bachelors Degree; or Associate Degree or equivalent 60 college credit hours) Minimum of two years of experience working with fullcycle payroll or performing closely related accounting functions Computer literacy to include proficiency with Microsoft Office Suite with emphasis on proficiency in Microsoft Excel Excellent interpersonal and communication skills Must be a selfstarter detailoriented and have strong time management and organizational skills Ability to consistently meet daily weekly and monthly deadlines while maintaining accuracy Strong critical thinking problem analysis and problemresolution skills Ability to maintain confidentiality Demonstrate strong personal integrity and ability to collaborate with others and work in a team environment Must possess a valid Texas Driver License good driving record and be insurable on Midland Colleges insurance policy
Preferred Qualifications
Higher education experience Bookkeeping experience Familiarity with Jenzabar or other HRIS software Prior supervisory experience
