Job Description

Job Title: Human Resources/Payroll Analyst
Department: Human Resources

Status: One 1 FullTime NonExempt
Hours: 40 hours per week
Salary: $19.95$25.20 per hour (DOE) / Additional Differentials Must Qualify

Pay Differentials Offered (must qualify through testing or verification):

  • Language Translation Bicultural Spanish:$1.00/hour
  • Bimodal Bilingualism ASL (American Sign Language):$1.00/hour
  • Bimodal Multilingualism ASL and another language:$2.00/hour

Overview:

The Human Resources / Payroll Analyst provides vital analytical administrative and operational support across human resources payroll and related departmental functions. This position is responsible for maintaining accurate employee records managing driving eligibility and DMV pull notices coordinating preemployment health screenings and ensuring timely accurate and compliant payroll processing. Strong attention to detail time management discretion and effective communication are essential for success in this role.

The ideal candidate brings strong analytical capabilities a thorough understanding of HR and payroll practices and the ability to communicate clearly with employees leadership and external partners.


Key Responsibilities:

  • Collect analyze and interpret data from HRIS systems employee records surveys and evaluations.
  • Prepare reports and recommendations based on data analysis to inform HR strategies improve service delivery and meet funding or compliance requirements.
  • Ensure accurate data entry and system maintenance upholding a high standard of confidentiality and data integrity.
  • Maintain and audit employee files regularly to ensure documentation is complete current and compliant with policies and regulations.
  • Monitor employmentrelated driving requirements including DMV Pull Notice processing and monthly updates.
  • Coordinate onboarding health screenings CPR/First Aid certifications and related employment documentation.
  • Draft and process internal HR correspondence notices and routine communication.
  • Assist in the development implementation and maintenance of HR policies and procedures.
  • Support compliance with federal state and local labor laws as well as internal policy guidelines.
  • Serve as a liaison with other departments to ensure efficient HR and payroll operations.
  • Prepare input and verify payroll data using HRIS/payroll software (e.g. e3 DATIS) and resolve administrative issues such as missing timesheets or mileage documentation.
  • Generate and distribute standard payroll reports and ensure required submissions are completed accurately and on time.
  • Provide support for special HR and payroll projects as assigned.

Qualifications:

Depending on the area of assignment specific knowledge skills and experience may be required related to fiscal programmatic or industryspecific fields such as Public Health or Mental Health.



Education:

Associates degree from an accredited college preferably with coursework in Business Administration Accounting Management or a related field.

  • Relevant work experience performing paraprofessional duties such as HR or payroll administrative support may be substituted for education on a yearforyear basis.

Conditions of Employment:

  • Valid California Drivers License current auto insurance and a clean DMV record (no more than 3 points).
  • Successful completion of background checks with DOJ FBI CACI and CCL.
  • Completion of TB test and physical examination at time of employment.
