The Washington State Office of Superintendent of Public Instruction (OSPI) seeks a Program Supervisor of Career and Technical Education (CTE) within the Secondary Education and Pathway Preparation division. This position will provide statewide leadership and support to the expansion of high quality CTE programs in agricultural education. This fulltime position is based in Olympia Washington. This position may be eligible for partial telework. Position Overview
This position resides within the Secondary Education and Pathway Preparation (SEPP) division at the Office of Superintendent of Public Instruction (OSPI) and reports to the Director of Career and Technical Education. This position will provide strategic leadership for the expansion of opportunities for students interested in agricultural education. This position will build and implement a work plan that makes progress on strategic goals for the agency including:
- LearnerCentered Options in Every Community providing all students with access to challenging coursework culturally responsive and antiracist curriculum and pathways to graduation and beyond that meet their unique interests.
This position will require collaboration with educators and industry partners to ensure increased access to CTE programs aligned with career opportunities in Agricultural Education.
Key Responsibilities
The primary responsibilities of the Agricultural Education Science Program Supervisor are to provide leadership consultation and support for the implementation of education reform in Washington high schools particularly in support of career preparation for occupations in the agriculture education/science pathway including career education for agriculture natural resources environmental and horticulture education.
This position provides ongoing technical assistance and supervises the agriculture science education programs in each of the 295 school districts within the state of Washington. This position provides guidance to school districts on effective state and federal program implementation and evaluation practices. It also provides leadership for FFA (Student leadership organization for students studying Agriculture Education) and serves as the Chairman of the FFA Association Board of Directors (BOD)and as a member of the FFA Foundation BOD.
- Provide technical assistance to Career and Technical Education (CTE) programs of the agriculture education/science pathway (as outlined in RCW 28A.300.090.
- Administer federal state and agency policy on Career and Technical Education in agricultural education for school districts teachers and students to assure effective preparation of students for careers in the agriculture food and natural resources areas.
- Provide management for and advise the Washington State FFA Association including administration of the Memorandum of Understanding for FFA/WSDA Youth Fairs; serve on the Washington State FFA Foundation.
- Provide state and national representation for Washington agricultural education.
- Assist in the design and implementation of training inservice and leadership for agricultural education; advise the agricultural education professional organization (WAAE)
- Advise academic and CTE instructors directors and administrators on curriculum and strategies of implementation to support Washingtons education goals.
- Design and develop curriculum frameworks.
- Coordinate with SEPP staff to develop connections with emphasis in the following areas:
- Implementation of all Washington K12 Learning Standards with emphasis in science and mathematics.
- Implementation of Common Career Core Technical Standards and 21st Century Learning Standards.
- Provide leadership communication and direction to schools and districts regarding strategies for integrating agriculture with other academic areas including the development of course frameworks and classroombased and state assessments.
- Collect create and/or organize technical materials (industry standards curriculum Agriculture Education and FFA participation data Form Package 524 and assessments) as required for the development and implementation of sound agriculture programs.
- Provide leadership for statewide meetings forums and conferences related to agricultural education and manage projects financed through grants and resources.
- Act as a liaison to postsecondary programs in the agriculture education/science pathway including post secondary education in community and technical colleges private career schools apprenticeships and other occupational preparation programs.
Required Qualifications:
- Bachelors degree in education a CTErelated field or other closely related accreditation AND
Three years of experience in designing and developing curriculum curriculum frameworks and instructional resource materials along with experience in education or training systems including project management instructional design assessment and program evaluation.
- A combination of education and related professional work experience may be considered year for year
A combination of education and related professional work experience may be a substitute for either requirement.
In addition to those required qualifications our ideal applicant will also have some or all of the following:
- Experience providing leadership consultation and support for student leadership organizations particularly FFA.
- Experience building participating in and leading collaborative teams and partnerships with diverse groups of internal and external stakeholders including private sector business.
- Strong commitment to Washington state public education and the principles of trust teamwork collaboration and customer service.
- Technical writing skills to support drafting of legislative reports statewide guidance and policy changes.
- Understanding of current research procedure and best practices in advanced course taking and academic acceleration.
- Ability to communicate effectively in both written and verbal forms to a broad and diverse audience including public speaking to large groups
Desired Qualifications:
- Grant administration and oversight experience.
- Experience working and collaborating with state regional and local education agencies.
- Experience using data to analyze and inform practice and policy.
- Ability to utilize effective project planning and budget management skills.
- Experience developing comprehensive CTE curriculum.
- A working understanding of Washington State approved CTE credit equivalencies.
- Understand Washingtons labor structure statewide and in regional and local areas.
- Understand the connections of other federal state and local agencies to high schools and to career preparation particularly related to occupations in the agricultural education/science pathway.
- Experience building relationships with various stakeholders and business industry partners.
- Ability to create and nurture a performancebased culture that supports efforts to accomplish the organizational mission and goals.
- Ability to plan implement and support systems in a complex educational environment.
- Experience working with decision makers in school and workforce communities.
- Experience working with multiple racial/ethnic and socioeconomic groups.
Compensation
Theannual compensation for the position is$82441 $96990 per year and depends upon experience educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate.
