INTRODUCTION

The Director of Information Technology Services (Director of System Services Infrastructure) reports to the Vice President for Information Technology Services/Chief Information Officer and is responsible for providing senior level planning design engineering implementation operation and maintenance of all core enterprise and high performance computing systems and services.

The Director of System Services Infrastructure is the most senior executive with dedicated responsibility for the Universitys approach to critical technology developments including but not limited to: cloud computing virtualization enterprise and high performance computing and data storage database administration identity and access management services sustainable energyefficient computing data center operations and management and disaster recovery. In that capacity the Director of System Services Infrastructure conceptualizes determines formulates and effectuates the methods and means for policies and programs for the entire University System to design develop implement and maintain the core enterprise and high performance computing infrastructure for the entire UH system serving over 70000 students faculty and staff on throughout the State of Hawaii.

This position requires substantial personal interfacing planning and collaboration with academic and technical leaders on all UH campuses on all islands with colleagues and leaders in other state and federal agencies in Hawaii with private sector technology officials and partners in Hawaii and nationally and with national and international technology organizations.

In additionthis positioncollaborates and advises on securing extramural funding in support of institutional plans and priorities is responsible for a large staff that provides 24/7 services and exercises responsibilities through subordinate first and secondlevel managers.


DUTIES AND RESPONSIBILITIES
  • Leads the development of strategic and operational plans for system services infrastructure for the UH System.

  • Conceptualizes convenes and leads committees and advisory bodies involving appropriate technologists users and external experts to advance cyberinfrastructure planning prioritization and implementation.

  • Liaises among campus administrators technical leaders users and university organizations on matters relating to system services infrastructure.

  • Provides expert consultation in strategic deployment and management of system services infrastructure on all campuses and throughout the UH System.

  • As a Director of ITS and full member of the ITS Leadership Team collaborates in the development of plans and implementation of all strategic initiatives for Information Technology Services. Monitors trends developments and best practices in system services infrastructure in anticipation of changing requirements expectations and opportunities; assesses technical financial and organizational implications for UH.

  • Represents UH at statewide national and international meetings and project planning sessions in all areas relating to system services infrastructure.

  • Determines the methods means and personnel required to achieve UH systemwide institutional plans and priorities.

  • Directs organizes and manages staff resources to: 1 implement new systems capabilities and services; and 2 maintain and enhance a complex suite of system services infrastructure systems capabilities and services in order to achieve strategic outcomes for the UH System.

  • Develops and organizes policies and procedures for the development and use of system services infrastructure capabilities and services.

  • Supports and promotes institutional information security plans initiatives and activities.

  • Identifies and plans for the development enhancement and maintenance priorities for system services infrastructure capabilities and services; prioritizes requirements and development strategies for key initiatives based on technical and/or economic constraints and opportunities.

  • Develops goals objectives shortterm and longterm programs and operational plans across all areas of System Services Infrastructure to support institutional and organizational priorities plans emerging opportunities and challenges; projects shortterm and longterm system services infrastructure needs funding and staff requirements.

  • Develops implements and maintains thorough regular testing a disaster recovery plan for ITS System Services Infrastructure capabilities and services.

  • Directs and manages projects with highly complex implementation activities involving multiple constituencies with missioncritical impact on the entire statewide University system.

  • Plans and prepares for all maintenance and upgrades as well as operational issues and outages related to system services infrastructure capabilities and services.

  • Manages budget and administers funds for the ITS System Services Infrastructure group in support of organizational and institutional priorities and plans.

  • Collaborates advises and provides subjectmatter expertise on the implementation of contracts agreements and the acquisition of resources required within ITS and the Universityatlarge. Collaborates and advises on the capture and implementation of contracts grants and agreements for the acquisition of resources to advance institutional and organizational plans and priorities; executes and completes projects in an effective compliant and timely manner.

  • Organizes and manages personnel and financial resources to meet the challenging requirements of addressing new initiatives priorities goals and objectives through new systems capabilities and services while addressing the expectation of maintenance of current systems capabilities and services.

  • Organizes and directs the development of practices and procedures related to the System Services Infrastructure group service and support functions and office operations.

  • Organizes and directs the achievement of training and research as related to the evaluation and acquisition of new technology tools services and methods.

  • Directs through subordinate managers and submanagers the daytoday operations of the System Services Infrastructure group and its provision of mission critical services on a 24/7 basis throughout the year.

  • Oversees the recruitment training evaluation and classification of personnel transactions within the System Services Infrastructure section.

  • Organizes and supervises staff in developing goals objectives and action plans to attain broad strategic initiatives for the University and ITS; conducts meetings and trainings; and develops effective evaluation monitoring and followup processes.

  • Plans and implements work performance standards measures and analysis for subordinate managers and staff.

  • Conceptualizes organizes and directs the development and delivery of training and support for the systemwide adoption and use of new and existing system services infrastructure capabilities and services.

  • Supervises the effective management monitoring and control of system services infrastructure resources and implement programs for continuous evaluation and improvement of services and processes. Develops and implements corrective actions as required in response to financial and management audits.

  • Performs other duties as assigned.



MINIMUM QUALIFICATIONS
  1. Bachelors degree in Computer Science Computer Engineering IT Management Electrical Engineering or related field.

  2. Ten 10 years of progressively responsible and broadbased experience with planning implementation and management for enterprise system services infrastructure planning and operations.

  3. Three 3 years of the related professional experience must include management of a large technology services organization responsible for complex multilocation multidiscipline enterprise system services infrastructure.

  4. Extensive knowledge of pertinent information technology principles concepts and issues in enterprise system services infrastructure including unconventional theories and new developments to issues and problems and generation and development of new hypotheses and theories.

  5. Extensive knowledge of innovative emerging and stateoftheart principles concepts and technology associated with enterprise system services infrastructure including both onpremise and cloud provisioning as well as highly virtualized environments.

  6. Extensive knowledge of the planning design and implementation of information technology systems and infrastructure programs and operations as it relates to complex systems and services.

  7. Extensive knowledge of the limitations capabilities uses and service requirements of information technologies including computer systems software databases middleware and storage systems.

  8. Knowledge of enterprise system services infrastructure data center operations and problem resolution for complex systems.

  9. Ability to develop short and longterm plans of actions understand problems from a broad interactive and interconnected perspective use unconventional reasoning to discern broad underlying principles and issues when problem solving and apply innovative and precedentsetting thinking to resolve problems of large scope and impact.

  10. Knowledge and experience in the principles and practices of management organizational change and policy and procedure development.

  11. Ability to perform administrative tasks such as budget preparation and personnel administration in accordance with University procedures; ability to oversee large complex procurements in accordance with University procedures.

  12. Knowledge of applicable state and federal laws rules regulations and policies that apply to the provision of information technology services in higher education.

  13. Mastery of the principles and practices of project management as applied to the area of enterprise IT infrastructure.


DESIRABLE QUALIFICATIONS:

  1. Masters degree in Computer Science IT Management Electrical Engineering or related field.

  2. The required experience shall have been performed in a higher education environment.

  3. Extensive knowledge of applicability of information technology in systems in higher education to support instruction research administration and public service.

  4. Knowledge of modern distributed identity management systems operating at scale in a highly distributed multilocation higher education institution.

  5. Extensive knowledge of highperformance research computing environments architectures and operations.
