The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontarios capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair improper or fraudulent practices to foster fair efficient and competitive capital markets and confidence in the capital markets to foster capital formation and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy operational and enforcement activities. The OSC also contributes to national and global securities regulation development.

Reporting to the Chief Audit and Risk Executive the Enterprise Risk Specialist will work closely with the Lead Enterprise Risk Management to advocate and promote enterprise risk management (ERM) by supporting the ongoing implementation oversight maintenance further development and maturity of a comprehensive enterprise level risk management framework and risk culture at the Commission. As an ERM subject matter expert for regulatory/business operations and emerging risks this role will also have ownership for executing a focused risk framework for emerging risks within regulatory operations.

This role will provide indepth analysis of risk management; assist with further maturing processes tools templates and frameworks; continue to embed risk management in existing documentation and templates; integrate risk management practices in daytoday operations; identify risks; assess and measure risks; support reporting on risks to Executive Board and others; advise and guide risk owners risk champions and other staff. This work will support improved enterprise risk management performance reporting corporate and management reporting and business planning at the OSC.

Key Duties and Responsibilities

The incumbent will work closely with the Lead Enterprise Risk Management in the implementation of the ERM Framework and advance the ERM Framework to a more mature level. This would be accomplished through analyzing developing and implementing processes and procedures; leading advising and guiding risk owners and others; and revising and creating tools systems documentation and templates that support the ERM and assessments for emerging risks.

ERM Framework Policies and Procedures

  • Advocate and promote ERM program and processes to further develop the risk culture at the OSC
  • Maintain and update the ERM Framework
  • Develop implement and maintain ERM policies and procedures
  • Design and implement OSCs risk management processes templates reports and definitions

Regulatory Risk Identification Analysis and Evaluation

  • Review regulatory environment to identify and report on potential emerging risks
  • Analyze and determine relevant regulatory risk data for evaluation with the stakeholders
  • Develop integrate and evolve the ERM structure that is fit for purpose and reflects OSCs core programs

Risk Treatment

  • Support the integration of risk management into business planning and daytoday operations
  • Ensure risk action plans controls and mitigating strategies are drafted and implemented to achieve desired target risk levels
  • Support and provide guidance on the development of risk indicators risk appetite statements and tolerance levels
  • Work with the Lead to design plan and execute risk assessment exercises to ensure all risks are identified defined assessed and documented in a standardized manner and vetted with risk and control owners

Monitoring and Reporting

  • Lead the annual risk refresh exercise for regulatory/business operations to ensure the enterprise risk inventory is current relevant complete accurate and aligned with the OSC mandate
  • Oversee the development and maintenance of Portfolio/Division Risk Inventories to ensure appropriate risks are captured described monitored ranked and mitigating controls and action plans are in place
  • Prepare and deliver risk management reports alongside the Lead Enterprise Risk Management quarterly risk reports briefing notes and papers to the Commission/Board Board Risk Committee Executive Team Senior Leadership Team Leadership Team and relevant OSC Committees
  • Assist in the operation of the Risk Steering Committee including development of agendas short reports identification of emerging risks issues and trends and minutes

Training and Awareness

  • Advise Portfolio/Division Risk Champions Leadership Team Senior Leadership and Executive Team regarding risk identification assessment measurement monitoring and ongoing controls
  • Lead the risk champions to discuss issues and trends lead risk committee meeting discussions on specific risk topics
  • Deliver inPortfolio/Division training and support to facilitate risk identification risk ownership risk monitoring risk mitigation and risk reporting for the Portfolio/Division.
  • Enhance OSC staffs knowledge of risk management disciplines and their application and challenge staff to critically think about risk
  • Remain current on ERM best practices by engaging with peers in the Industry by joining regional national and international risk groups
  • Create an alignment with internal audit and enterprise risk framework

Qualifications

  • Minimum 7 years of relevant experience in capital markets / securities / financial services with indepth knowledge of the capital markets and regulatory issues
  • Bachelors degree in business and/or a relevant discipline or equivalent experience and education
  • Successful completion of the Canadian Risk Management (CRM) Designation Chartered Financial Analyst (CFA) or other equivalent designation
  • Compliance and general business knowledge that supports ability to consider strategic and complex panCommission issues
  • Effective verbal and written communication skills including adept listening skills with the proven ability to establish and maintain sound working relationships with multiple stakeholders
  • Ability to think at the panCommission level applying analytical thinking to complex OSC wide issues and emerging trends
  • Sound judgment and creative innovative thinking skills to develop recommendations and solutions
  • Ability to develop and deliver effective presentations briefing notes reports and papers
  • Public sector policy experience is an asset
  • Successful completion of the Canadian Securities Course is an asset
