JOB SUMMARY
The Special Education Program Manager oversees professional development mentoring and induction programs ensuring they meet the needs of all staff and students. This role involves collaborating with staff to adapt instructional materials managing project budgets and timelines and providing data analysis support to enhance specially designed instruction. Additionally the Program Manager ensures compliance and effective implementation of Extended School Year services including site selection staff hiring and resource procurement.
ESSENTIAL DUTIES/RESPONSIBILITIES
- Leads and manages all professional development initiatives for the Departments of Instructional Programming & Special Services ensuring alignment with best practices and current educational standards.
- Tailors professional development to address the specific needs of different schools and staff within the district based on needs identified through multiple data points.
- Works closely with teachers administrators and other stakeholders to identify professional development needs and implement effective training programs.
- Oversees the mentoring and induction programs for new special education teachers providing guidance and support to ensure their successful integration and professional growth.
- Provides oversight on the provision of Extended School Year services ensuring compliance with deadlines. Works collaboratively to determine site and class locations manages staff hiring and oversees the purchasing of instructional materials.
- Regularly evaluates the effectiveness of professional development mentoring programs and ESY programs making necessary adjustments to improve outcomes.
- Assists school staff in the qualitative and quantitative analysis of student data to inform the delivery of specially designed instruction and improve student outcomes.
- Collaborates with staff to support and adapt current instructional materials ensuring they meet the diverse needs of all learners and promote accessibility and inclusivity.
- Manages project budgets timelines and resources efficiently to ensure the timely implementation of initiatives within the Division of Specialized Instruction and Early Intervention Services.
- Performs other related duties as assigned within the same classification or lower.

Education
- Masters Degree in related field of education preferably in Special Education from a regionally accredited college or university required.
Experience
- Five 5 years professional experience in Special Education required;
- Experience in a K12 public education environment preferred.
- Or an equivalent combination of education and experience which provides the required knowledge skills and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

- Knowledge of current trends and research in the field of Special Education.
- Thorough knowledge of school organization and administration.
- Knowledge of Individuals with Disabilities Education Act (IDEA) and Free Appropriate Public Education (FAPE).
- Demonstrated ability to speak and write effectively.
- Excellent organization analytical and planning skills.
- Demonstrated ability to provide leadership regarding the overall roles responsibilities and functions of services for eligible students with disabilities.
- Demonstrated ability to deal effectively with students staff parents community agencies and the public.
- Ability to effectively communicate with diverse communities and develop outreach strategies to encourage parental involvement in student learning.
- Demonstrated ability to work effectively and engage diverse parents/guardians with varied communication styles levels of skill and experience to support their childs education experience.
- Demonstrated ability to effectively work and communicate with diverse populations.
- Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing Microsoft Office Suite Word Excel Outlook and/or PowerPoint preferred)
Licenses and Certifications
Employee must retain active licenses certifications and enrollment as a condition of employment.
- Hold or be eligible for Educator Certification: Advanced Professional Certificate (APC) issued by Maryland State Department of Education (MSDE) required; or
- Hold or be eligible for Educator License: Advanced Professional License (APL) issued by Maryland State Department of Education (MSDE) required;
- Hold or be eligible for Educator Certification: Administrator I Certificate issued by Maryland State Department of Education (MSDE) preferred.
- Hold or be eligible for Drivers License (DL) Class C NonCommercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
- Daily access to reliable transportation.
