TheDelaware Department of Health and Social Services (DHSS) seeks to increase thenumber of applicants for clinical nursing positions by offering a recruitmentincentive to eligible Advanced Practice Nurse Nurse Consultant NursingSupervisor Compliance Nurse Registered Nurse Licensed Practical Nurse andCertified Nursing Assistant candidates in accordance with the DHSS Recruitmentand ReferralIncentiveProgram.

The program providesincentives as follows:

Recruitmentincentives will be paid in quarterly installments over the first year of hireand will begin after the first quarter of employment. New employees acceptingthis recruitment bonus must commit to two consecutive years of employment withDHSS. You must be a new employee to the state to be eligible for thisincentive.

Referralbonuses of $1000 are available to current DHSS employees who refer new hiresto the state in the following classifications: Advanced Practice Nurse NurseConsultant Nursing Supervisor Compliance Nurse Registered Nurse LicensedPractical Nurse and Certified Nursing bonuses of$1000 will be paid in quarterly installments over the first year of hire ofthe referred applicant.

NOTE:This program is administered by the Department of Health and Social program may be terminated by the State at any time.

Summary Statement

The Training and Education Specialist III (TES III) will be a highly skilled Registered Nurse with a teaching background. Duties include developing overseeing and directly implementing a certification training program for nursing assistants; providing onsite training and staff orientation and competency assessments; planning and delivering advanced training courses and workshops; providing expert guidance on complex training matters; and promoting the use of training resources to enhance individual growth and organizational effectiveness. The TES III may serve as Charge Nurse. The ideal candidate must demonstrate exceptional communication skills a passion for education and the ability to work independently with minimal supervision.

Selective Requirement

Selective Requirements must be met in addition to the job requirements. Applicants who do not possess the selective requirement will not be qualified.

  • Possession of a Delaware Registered Nurse License or multistate compact license

Essential Functions

  • Plans coordinates and delivers a variety of training and/or education courses services and activities such as instructorled classroom onthejob or virtual training workshops or individual and group activities.
  • Organizes and prepares materials and equipment such as exercises handouts manuals laptops audiovisual or specialized equipment or other resources.
  • Researches and selects or recommends the method of delivery materials equipment assistive technology or activities to promote learning considering evidencebased and best practices.
  • Coaches others and provides feedback that fosters learning understanding or improved performance.
  • Collects and analyzes data through surveys course evaluations interviews specialized assessments meetings and other methods to evaluate quality and effectiveness and identify needs requirements issues and challenges.
  • Makes recommendations for improvements based on findings such as new or modified courses instructional methods materials equipment and resources.
  • Provides technical guidance advice and direction on training and education matters and promotes the use of related services and resources.
  • Prepares and maintains records and reports such as course schedules rosters training updates or records of participation.
  • Completes continuing education to remain current on applicable standards methods techniques best practices laws rules and regulations in the assigned training and education area(s).
  • Uses automated information systems and computer software to research review analyze document and report on relevant training and/or education information.
  • May maintain content on social media and create edit and post instructional and promotional materials brochures videos or other information.
  • May operate and maintain training facilities such as visitor or education centers.
  • May participate in reviewing testing and making recommendations on applicable technology.

Job Requirements

JOB REQUIREMENTS for Training and Education Specialist III
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Two years experience in delivering training or education courses services individual or group activities using a variety of materials and equipment such as exercises handouts manuals laptops audiovisual or specialized equipment.
  2. One year of experience in preparing and maintaining training or education records and reports such as course schedules rosters training updates or records of participation.
  3. One year of experience in researching selecting and designing courses curricula lesson plans instructional methods materials or activities to meet training or education needs and learning objectives.
  4. One year of experience in creating methods and tools to analyze and evaluate training or education needs and effectiveness.

Conditions of Hire

Preemployment Drug Testing:Upon a conditional offeryou must undergo preemployment drug testing as part of the hiring process.

Upon a conditional offer the applicant must undergo apreemployment base line two step tuberculin skin test (TST) as part of thehiring process.

Criminal background check:A satisfactory criminalbackground check is required as a condition of recruitingagency may require the applicant to pay for the criminal background check aspart of the conditional offer of hire.

As a condition of hire the applicant must currently possessor agree as a requirement of employment to successfully complete aDepartmentapproved CNA TraintheTrainer course (funded by the Division) andobtain certification within 60 days of hire.
