The Washington State Department of Corrections is seeking a public health professional to join the Health Services Informatics section of the Research and Data Analytics (RDA) Unit as an Epidemiologist 3! The goal of this position is to support the DOC mission to improve public safety by positively changing lives with a vision of working together for safer communities through leading and supporting the agency by providing analytic and epidemiologic expertise on health services programs initiatives and issues as they affect human morbidity and mortality.
As an Epidemiologist 3 your critical role will include acting as a lead analyst in providing departmentwide development implementation design and sustainability of health services reporting. You will also work to promote the best practices competencies and translation of epidemiologic data.
Daily tasks may also include developing study designs and preparing health data to conduct epidemiological analyses for the purpose of health surveillance identifying high risk populations and investigating disparities and variations in care and outcome. Topics of focus may include but are not limited to mental health and substance use disorder communicable diseases and chronic diseases. You will also design lead and conduct epidemiological investigations and spatial analyses of environmental exposure demographic and health data to identify associations between environmental exposures and disease outcomes within identified locations.
The Research and Data Analytics team is responsible for coordinating and conducting research program evaluation and data analytics for the Department to inform the Office of the Governor Office of Financial Management the Legislature research partners stakeholders and other public policymakers on DOC efforts that enhance public safety. This position will support the overarching goals of RDA while also ensuring the safety and health of the agency.

Duties

As an Epidemiologist some of your duties will include:
- Providing Technical Leadership and Subject Matter Expertise on Epidemiologic Analyses for Health Services Programs Initiatives and Topics which could include:
- Designing leading and conducting epidemiological investigations and spatial analyses of environmental exposure demographic and health data to identify associations between environmental exposures and disease outcomes within identified locations
- Utilizing data from a variety of sources to identify and conduct epidemiologic investigations as well as identify and inform programmatic partnership and policy gaps and opportunities
- Providing technical guidance on built environment and as warranted spatial epidemiological investigations and analyses
- Guiding nonroutine health environmental demographic and geographic data to guide programmatic environmental health actions
- Participating in the measuring reporting and continuous improvement of organizational performance
- Working with the Health Service Informatics Manager to analyze trends issues and outcomes as well as present findings and recommendations to executive staff and external stakeholders
- Supporting the Unit by providing policy and program recommendations informed by data trends collaborate with internal and external stakeholders to furnish data and information
- Assisting in development maintenance and training on standard processes for responding to health services reporting needs for internal and external stakeholders
- Participating in the design and management of surveillance systems for diseases of public health concerns related to supported population

Qualifications
What we need (required qualifications):
- A Masters degree or higher in Epidemiology Public Health Statistics or a related behavioral science which includes 12 graduate quarter hours in epidemiology or research methods and 12 graduate quarter hours in statistics or biostatistics from an accredited graduate school
AND
- Five 5 or more years of experience working in a public health agency or a similar setting that includes collecting managing analyzing and reporting populationbased health data
OR
- A Bachelors degree in Epidemiology Public Health Statistics or a related behavioral science
AND
- Eight 8 or more years of experience working in a public health agency or a similar setting that includes collecting managing analyzing and reporting populationbased health data
AND
- The ability to pass a written exam on concepts covered in 500level (graduate) research methods epidemiology and biostatistics courses
AND
- At least one article published in a peerreviewed journal as the primary author
OR
- A minimum of 12 years of experience working in a public health agency or a similar setting that includes collecting managing analyzing and reporting populationbased health data
AND
- The ability to pass a written exam on concepts covered in 500level (graduate) research methods epidemiology and biostatistics courses
AND
- At least one article published in a peerreviewed journal as the primary author
In addition to the above education/experience the below knowledge skills and/or abilities are required:
- Experience in the management and statistical analysis of multiple public health datasets for epidemiologic evaluation of health care outcomes and health system performance
- Use of SAS R and/or SQL statistical software applications to conduct epidemiological analysis or SQL Server Reporting Services (SSRS) and SQL Server Analysis Services (SSAS)
- Two or more years of experience with PowerBI and/or Tableau.
- Excellent oral and written communication skills and the ability to summarize complex information in a clear and concise manner to different audience

- Two 2 or more years of experience working in a public health agency or a similar setting that includes
- Collecting managing analyzing and reporting populationbased health data

- Advising partners about how to use data and scientific information for planning and decision making
- Two 2 or more years of experience in supporting development administration analysis and reporting of populationbased or other public health survey instruments
- Demonstrated advanced experience in analyzing complex health data from the Behavioral Risk Factor Surveillance System hospitalization data or other population survey dat
- Working knowledge of current public health principles and practices
- Proficiency in the use of information technology tools and statistical software language such as R SAS and/or SQL Microsoft SQL Server
- Strong written and oral communication skills
- Ability to present data using appropriate techniques for a range of audiences with different data familiarity

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner to take proper care all stateissued equipment and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires to potentially include components of the onboarding process. Some offices will have a drop in area available however a dedicated workspace within a DOC facility will not be provided.
