The City of RichmondDepartment of Fire and Emergency Servicesis seeking a qualified candidate for the position of Training Analyst Emergency Medical Services (EMS) for agency personnel. The mission of the Department of Fire and Emergency Servicesis to provide safe effective and efficient emergency services; built on strong relationships and designed to produce high quality results. Under the direction of the EMS Battalion Chief the incumbent of this 40 houraweek position serves as the Senior EMS Training Specialist for the Department. In this role you will play a vital part in developing and delivering exceptional training programs to our dedicated EMS personnel. The Training Analyst (EMS) is responsible for ensuring training programs are effective efficient and aligned with the departments goals and deliver a measurable Return on Investment (ROI).

Duties include but are not limited to

  • Plan implement coordinate and evaluate EMS educational program offerings. Prepare and deliver instruction either at the Fire Training Academy or offsite as needed.
  • Supervise the activities of course participants during instructional time.
  • Maintain EMS agency portal as it relates to affiliated EMS personnel.
  • Serve as CoTraining Director for NREMT Certification/Recertification records for agency personnel.
  • In conjunction with EMS division leadership assess and formulate EMS training needs of the Fire Department staff through investigation consultation and evaluation of requests for training programs; makes recommendations for and assists in implementing EMS/training policies and protocols.
  • Evaluate learner performance provides feedback and develops learner remediation plans.
  • Assist in planning developing recommending and coordinating a comprehensive inservice EMS training program for agency personnel and assists in the preparation of the division budget.
  • Develop schedule coordinate and deliver training programs designed to increase employee skills and provide orientation to new employees.
  • Advise and assist personnel serving as assistant trainer formulating training plans and curriculum development and the application of effective teaching methods.
  • Observe and evaluate the effectiveness of assistant trainers and analyzes training results; recommending revisions where appropriate to increase the effectiveness of the training programs.
  • Develop prepare and secure training presentation manuals charts and other visual aids using such tools in training.
  • Inform employees of available educational opportunities offered by schools and colleges in areas related to their development on the job.
  • Assist department members with maintaining EMS credentials.
  • Facilitate classes; lead conferences; fill outside speaking engagements and serve on committees.
  • Fulfill EMS educational program administrative requirements to include calculation and submission of grades maintenance of program course and student/participant records and preparation and submission of data and reports.
  • Participate in community outreach EMS education and Richmond Public Schools first Aid AED and CPR training activities.
This position is designated as Essential Personnel which means that the incumbent is required to work when the City is closed due to public emergencies critical or hazardous conditions or inclement weather.

Incumbents may be required to work evenings or weekends.

Qualifications Special Certifications and Licenses

Extensive knowledge of EMS theory practice and trends. Knowledge of current EMS curricular content and education standards. Strong interpersonal skills flexibility and customer service orientation. Ability to adapt EMS curricula to reflect State requirements local needs and national trends. Knowledge of the delivery of emergency medical services in the Commonwealth of VA. Knowledge of adult learning theory and methodologies. Demonstrated teaching and educational facilitation skills. Knowledge of competencybased education principles and methods. Ability to assess student performance and progress and to provide appropriate feedback. Ability to promote higherorder thinking and problemsolving among educational participants. Ability to adhere to established standards for educational quality. Ability to maintain complete accurate educational records. Knowledge of EMS educational program accreditation processes and standards. Knowledge of Commonwealth of VA EMS rules and regulations.

MINIMUM TRAINING AND EXPERIENCE:
  • Bachelors Degree in education organizational development or directly related field.
  • At least two years of previous Advanced Life Support (ALS) experience as a prehospital EMS provider.
  • Three years of Basic and Advanced life support EMS teaching experience.
  • No VA OEMS enforcement actions within the past 5 years.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING CERTIFICATIONS AND OTHER SPECIAL REQUIREMENTS
  • Current VA Paramedic
  • Current NREMT NRP
  • Current VA EMS Education Coordinator (unrestricted)
  • Current AHA HCP Instructor
  • Continuously maintain current licensure certification or other professional credentials required for the position
  • Must be able to pass VA OEMS criminal background screening
PREFERRED QUALIFICATIONS
  • One year critical care paramedic experience or aeromedical experience.
  • ACLS PALS and ITLS or PHTLS instructor credentials or willingness to obtain within six months of employment.
  • Intermediate expertise in Microsoft Office Suite.
  • Familiar with Target/Vector Solutions Learning Management Platform.

These conditions that may lead to injury or health hazards even though precautions have been taken.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification require the ability to regularly climb balance stoop kneel crouch crawl reach stand walk push pull lift finger grasp feel talk hear see and perform repetitive motions. This job requires normal visual acuity and field of vision hearing speaking color perception sense of smell depth perception and texture perception. In terms of the physical strength to perform the essential duties this classification is considered to be light work exerting up to 25 pounds of force occasionally up to 10 pounds of force frequently and a negligible amount of force constantly to move objects.
