JOB TITLE: Finance Officer
TYPE OF CONTRACT: Consultant

DURATION: 6 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Financial Reporting Service (CFOR) within the Chief Financial Officer Division (CFO) continues to enhance its role as a proactive engaged and global partner with the ability to provide technical support and stratefic advice to the operations. The General Accounts branch (CFORG) promotes transparency and accountability by managing accounting financial reporting and oversight. It prepares financial statements; develops and maintains financial policy tools and guidance; reports to the Executive Board and senior management on financial matters and provides guidance on accounting and financial reporting related topics to the field.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Oversee monthly financial reporting of country offices regional bureaux and WFP offices. Identify internal control or financial reporting issues requiring management attention.
2. Coordinate with relevant parties to resolve issues identified through regular review of monthly financial reports. Develop action plans track progress and follow up until resolution.
3. Analyze closing accounting adjustments process and propose improvements to enable more timely financial reporting.
4. Prioritize improvements to accounting adjustments and draft business requirements for the automation. Draft business requirements for automation of financial reports provide input to technical teams and test delivered solutions.
5. Lead drafting of administrative accounting and reporting guidelines for special accounts.
6. Implement external audit recommendations related to any of the above areas.
7. Participate in crossfunctional IPSAS 4348 implementation project including sensitizing the Finance community updating related manuals and training material.
DELIVERABLES AT THE END OF THE CONTRACT:
Internal control or financial reporting tracking database with action plan and status
Business requirements for accounting adjustment improvements
UAT documents signoff
Draft or final accounting policies and procedures
Updated IPSAS manual and training material
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Masters degree in accounting of finance accounting qualification (CPA FCCA or similar)
Experience:
8 years of postgraduate progressive experience in accounting and/or financial roles
Knowledge & Skills:
Knowledge of and experience in implementing IPSAS/IFRS knowledge of SAP or similar ERP system
Languages:
English
