Job Description:

SUMMARY

Work is distinguished by the responsibility for managing the Citys financial reporting general accounting grant accounting and capital asset accounting functions as well as providing oversight of regulatory reporting and audit coordination.

ESSENTIAL JOB FUNCTIONS

Plans organizes and directs activities and operations of the Accounting Division. Reviews present accounting procedures and policies and recommends changes or modifications. Coordinates overall accounting activities. Maintains and reviews the general ledgers.

Supervises professional staff in the Financial Reporting and General Accounting functions of the City including oversight of capital asset accounting activities. The Accounting Manager is responsible for accounting oversight of capital assets but does not manage the Citys real estate holdings or general property control functions which are administered by other departments.

Prepares submits and monitors annual Accounting Division budget. Reviews and approves check requests for expenses in the Accounting Division.

Advises department heads and other officers on accounting policies and interprets and applies them to various City funds.

Oversee the monthend and yearend closing processes to ensure the Citys financial records are complete accurate and closed timely in accordance with established deadlines. Responsible for managing the Accounting Divisions monthend close checklist ensuring all assigned tasks are completed. Follows up with staff and other City departments as needed to address outstanding items or delays. Exercises discretion to reassign tasks or escalate issues to ensure monthend close is completed on schedule and financial reporting is not compromised.

Prepares the Citys Annual Comprehensive Financial Report (ACFR) in accordance with the guidelines established by the Governmental Accounting Standards Board (GASB). The ACFR includes financial statements presented on both a fund basis and a governmentwide basis in compliance with generally accepted accounting principles (GAAP). Staff Accountants support this process by preparing balance sheet reconciliations audit schedules footnotes and other supporting documentation. The Accounting Manager is responsible for reviewing these components for completeness accuracy and materiality before final compilation and submission.

Acts as the lead contact for external auditors by providing access to financial information statements and supporting documentation in accordance with various national board testing standards and coordinates audit fieldwork with other departments as necessary.

Conducts special accounting studies and analyses of varied activities of the city government.

Provides oversight of grant accounting activities by supervising Grant Accountants and ensuring compliance with grant terms and conditions. Responsible for monitoring the timely completion of grant draws billing financial reporting and reconciliation of grantrelated accounts. Ensures adherence to federal state and local grant requirements and works closely with departments to support accurate grant reporting and expenditure tracking.

Provides financial information on the Citys pension fund accounting and pension investment performance.

Recommends selection promotion discharge and other appropriate personnel actions.

Reviews work of staff accountants preparing quarterly financial statements for completeness and materiality prior to posting quarterly financial statements for the general public to access.

Prepares a debt service manual each quarter that details the Citys debt service and the projects that are being funded by the debt.

Responsible for preparing financial data and supporting documentation required for various regulatory filings including the Citys annual EMMA (Electronic Municipal Market Access) filing. Prepares and submits the Citys annual filing to the State of Florida in compliance with statutory reporting requirements. Responsible for submitting the Annual Comprehensive Financial Report (ACFR) to the Government Finance Officers Association (GFOA). Also supports the preparation and submission of the annual filing required by the Florida Department of Transportation (FDOT).

Prepares special financial statements and reports for the information and guidance of City officials.

Performs professional accounting work to include but is not limited to preparing year end accruals reviewing bank reconciliations and preparing the annual cost plan.

Prepares evaluates and defines the system requirements in configuration for general accounting functionality when new software systems are implemented or upgraded. Assists in the testing of the new accounting functionality.

Attends work on a continuous and regular basis.

NONESSENTIAL JOB FUNCTIONS

May act in absence of supervisor.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelors degree from an accredited college or university with major course work in accounting finance or related field; and six 6 years of progressively responsible professional accounting experience in municipal accounting including two 2 years in governmental accounting and two 2 years of supervisory experience.

A Masters degree from an accredited college or university with major course work in accounting finance or related field may substitute for one 1 year of nonsupervisory work experience.

A Certified Public Accountant in the State of Florida may substitute for one 1 year of nonsupervisory work experience.

Experience with Workday software is preferred though not required.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver license required. Valid Florida driver license required within 30 days of appointment.

Certifications

Certified Public Accountant currently licensed in the State of Florida is desirable.

Certified Government Finance Officer from the Florida Government Finance Officers Association is desirable.

KNOWLEDGE SKILLS AND ABILITIES

Thorough knowledge of principles methods and practices of municipal accounting management.

Thorough knowledge of principles laws ordinances and regulations governing the financial operation of the City.

Thorough knowledge of pension accounting.

Thorough knowledge of business management practices.

Thorough knowledge of electronic data processing methods and procedures.

Thorough knowledge of principles and practices of effective administration and supervision.

Knowledge of governmental budget procedures.

Knowledge of computers and relevant software.

Ability to devise and apply accounting procedures.

Ability to plan organize and direct the installation and maintenance of webbased accounting systems and procedures.

Ability to supervise the work of a staff of professional and subprofessional accounting personnel.

Ability to work effectively with elected officials charter officers department heads representatives of other agencies other city employees and the general public.

Ability to analyze and interpret fiscal and accounting data and to prepare appropriate financial statements.

Ability to communicate effectively both orally and in writing.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

May be required to work and attend meetings outside regular business hours.

Requires local travel to other general government or GRU locations within the Gainesville area.

May occasionally require travel outside the local area to attend professional conferences training or worships including those hosted by the Government Finance Officers Association (GFOA) or other relevant organizations.
