Job Summary:
Under the direction of the Chief Financial Officer (CFO) the Controller is responsible for overseeing all financial and accounting activities to ensure fiscal integrity regulatory compliance and sound financial management practices. This role includes managing the general ledger budgeting financial reporting grant accounting and audits. The Controller collaborates closely with the CFO and executive leadership to support strategic planning and decisionmaking and ensures compliance with federal state and grantor requirements specific to Federally Qualified Health Center (FQHC) operations. The role is responsible for the supervision of the finance team implement internal controls and contribute to the organizations overall financial sustainability and missiondriven goals.
This position is hybrid offering the opportunity to work both onsite and remotely from home.
Qualifications:
B.A. or B.S. in Accounting Finance or equivalent experience in a related field is required. CPA or Masters degree in Accounting or Finance is preferred.
Minimum of five 5 years of progressive accounting experience including 23 years in a leadership or supervisory role is required along with at least one 1 year of experience in a Federally Qualified Health Center (FQHC) setting.
Seven 7 years of accounting experience preferably in a healthcare nonprofit or FQHC environment is preferred.
Strong understanding of Generally Accepted Accounting Principles (GAAP) and nonprofit accounting principles is required.
Experience with federal grants and compliance requirements such as Health Resources and Services Administration (HRSA) and Uniform Data System (UDS).
Familiarity with Uniform Guidance 2 CFR Part 200 OMB Circulars and FQHCspecific funding models.
Ability to work proficiently with a variety of spreadsheet programs inhouse programs networks and other technology related to financial functions.
Excellent knowledge of fiscal functions in a nonprofit setting to include accounting bookkeeping and patient/client billing.
Work with minimal supervision and exercise sound judgement within scope of authority.
Strong leadership and team management skills.
High attention to detail and ability to meet tight deadlines.
Proven ability to lead motivate develop and manage a team to achieve organization goals.

Must have good computer skills using Microsoft Office and the ability to use Axis departmental systems. Proficient in accounting software and financial tools such as Sage or similar experience is a plus.

Essential Duties/Responsibilities
Oversee the general accounting functions of the organization to include establishing and maintaining the integrity of the general ledger and ensuring that the recording of all financial activities is in accordance with the organizations financial policies and Generally Accepted Accounting Principles (GAAP).
Complete monthly closing activities and prepare financial statements according to established procedures.
Oversee all accounting operations including accounts payable payroll cash management accounts receivable revenue recognition expense coding fixed assets journal entries and both bank and account reconciliations.
Ensure that accounts payable are paid in a timely manner accounts receivable are collected promptly payroll is processed according to established policies and procedures bank reconciliations are completed promptly and that overall accounting functions are performed in compliance with all applicable policies and regulations.
Develop and maintain grant accounting activities that produce required reports and provide financial controls that assist in grant compliance and facilitate efficient work processes.
In partnership with the CFO prepare internal and external financial reports that provide information for management and designated outside entities regarding the organizations financial position and performance.
Assist the CFO in the annual budget development process and conducting ongoing budget monitoring processes.
As directed by the CFO develop and implement policies and procedures related to financial management and the administration of contracts as mandated by legal contractual regulatory and agency requirements.
Assist in the completion of tax filings and reports and ensure the timely submission of all filings to state and federal tax officials ensuring that required tax reports are submitted to the county and foundation officials as requested and/or required.
Provide assistance with financial and programmatic audits as directed. Manage annual audits and coordinate with external auditors.
Ensure compliance with GAAP HRSA UDS and other federal grant regulations.
Supervise accounting staff and oversee payroll accounts payable accounts receivable and fixed asset management.
Provide financial insights to support executive decisionmaking.
Monitor cash flow and manage banking relationships.
Ensure accurate reporting for federal and state grants and funding sources.
Oversee team performance provide guidance and support delegate tasks resolve conflicts foster professional development and ensure alignment with organizational goals.
Participate in staff meetings and attend other meetings and training events as assigned.
May be required to perform other related duties responsibilities and special projects as assigned.

Work is normally performed in a typical clinic office work environment (and in some cases telecommuting sites). Environmental Conditions: Frequent exposure to varied office (medical clinic/office) environments. Rare exposure to dust and loud noises.
