Job Title:Postsecondary Program Specialist
Wage/Hour Status: Nonexempt
Pay Group: A35 Salary Plan
Primary Purpose: Responsible for monitoring budgets of various postsecondary funding sources and ensuring contract compliance from the postsecondary partners as well as serve as the liaison between all parties.
Qualifications
Education/Certification/Experience:
Bachelors degree or higher from a college or university accredited by the Council for Higher Education Accreditation (CHEA) is required. A degree in Business Administration Education or Criminal Justice is preferred.
Five years of fulltime wageearning experience in program management largescale program coordination budgeting or contract work.
Experience working with Windham School District/TDCJ programs and experience in legislative matters and/or contract monitoring is preferred.
This position requires personal technology that will enable the completion of job duties and responsibilities when working remotely.
This position requires travel.
Special Knowledge/Skills:
Proficiency in computer skills developing spreadsheets performing data analysis and word processing as well as computers and peripheral equipment.
Knowledge of the school district organization operations policies and procedures.
Ability to analyze and interpret data.
Ability to meet assignments and manage deadlines.
Ability to work independently with minimum supervision as well as part of a team.
Strong communication public relations and interpersonal skills including excellent oral and written communication skills with the ability to convey ideas and instructions clearly and concisely.
Proficiency in the use of Microsoft Office Suite to include Word Excel PowerPoint and Outlook to develop organize and maintain data calendars and correspondence.
Major Responsibilities and Duties:
1. Assist in budget development cost estimates and coordinating funding sources for the postsecondary programs.
2. Monitor and report budgetary expenditures by funding source to ensure proper utilization of program funding.
3. Consult with department administrator and district staff to disseminate information.
4. Initiate and track payments for tuition fees testing supplies and textbooks used in postsecondary programs.
5. Evaluate contractrequired reporting documents submitted by postsecondary institutions to ensure contract compliance.
6. Assist department administrator with special projects data analysis research and training related to postsecondary as needed.
7. Prepare written and oral reports and other documents as needed.
8. Assist in the development of operational policies and procedures.
9. Perform other duties as assigned.

10. Maintain confidentiality in handling sensitive information received in the performance of the job duties.
11. Perform duties in a professional manner through daily punctual attendance at locations of work assignment.
12. Follow Windham School District policies and procedures in completing assigned job duties.
13. Execute duties in a professional ethical and responsible manner as defined in 19 TAC Chapter 247 Code of Ethics and Standard Practices for Texas Educators.
