JOB TITLE: Finance Consultant
TYPE OF CONTRACT: Regular Consultant Level I
UNIT/DIVISION: CFOFP
DUTY STATION (City Country): Rome Italy
DURATION: six months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The CFOFPCorporate Payroll & Accounts Payable one of the branches of CFOF oversees payments and disbursements to employees suppliers donors and partners that have a contractual agreement with WFP Country Offices Regional Bureaux and HQ. The Branch also supports the organizations mandate and operational needs by processing payments accurately and timely.
The CFOFP branch comprises the Payroll and Accounts Payable teams in Rome and Vendor and Customer Master Data Management team in India; the former provides oversight support to all Country Offices and Liaison Offices to comply with WFPs policies rules and regulations.
CFOFP is looking for a consultant to support the branch operations for six months with possible extension. Under the direct supervision of the Chief of Payroll & Accounts Payable the consultant will be expected to lead and support CFOFPs payment processing tasks by creating payment proposals executing payment run in WINGS with a diligent review of invoices and payable documents verification of payment documents act as lead communications focal point for the Branch handling the drafting of the Quarterly Report Circulars Guidelines and Directives. The Consultant should be able to produce organized timely and accurate results at work and demonstrate the ability to lead the team and manage their work adhere to deadlines and be flexible to support other team members.
ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive within delegated authority):
I. Reconciliations:
Review and oversee vendor creation process ensuring compliance with internal policies and accuracy of vendor details. Conduct reconciliation of vendor accounts to identify discrepancies verify transactions and maintain financial accuracy. Perform reconciliation of billing accounts related to Virtual Purchase Credit Cards in a timely manner.
II. Communication Focal Point:
Lead in the preparing/drafting and refining guidelines directives and circulars to be issued by the Branch
Liaise with the various units to gather analyze relevant data and prepare comprehensive branch reports including the quarterly reports to be shared with the management.
III. Financial reporting:
Prepare interim and final financial reports for EC contributions ensuring accuracy completeness and compliance with the agreement in coordination with relevant teams and country offices
Monitor and clear EC contribution receivables including cash postings
Support verification missions by providing necessary information cleared by the branch to the relevant parties.
IV. Provision of financial services:
Contribute to the seamless operation of other CFO branches by getting deployed whenever necessary
Provide support and other financial services by implementing the knowledge sharing and skill transfers

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Finance Business Administration Accounting or related fields
Experience:
Has experience in accounts payable process with experience in proposal creation payment run and payment batch creation utilizing WINGS.
At least 3 years of experience in processing payments invoices and reimbursements
Has experience in using excel to analyze extensive volume data creation of reports charts and summary reports.
Knowledge & Skills:
Strong report writing and communication skills
Excellent interpersonal skills and problemsolving abilities
High level of punctuality reliability and work ethic
Ability to collaborate effectively in a team environment
Adaptability and willingness to embrace change.
Proficiency in bookkeeping and financial data management.
Quick learning and ability to grasp new software systems
Strong competency in spreadsheets and data entry
Keen attention to detail and accuracy
Ability to work efficiently under pressure.
Solid understanding of business principles and processes with the capacity to quickly assimilate UN/WFPspecific systems and procedure
Language:
Fluency in English is required. Working knowledge of another UN language desirable.
