Description

The Compliance Specialist is responsible for the management of compliancerelated tasks such as monitoring and auditing tenant files to ensure each property is compliant with all funding requirements as well as ongoing reporting. The Compliance Specialist also assists with leaseup activities of new sites by approving applicants for movein and trains property management staff.


Essential Duties

  • Audit movein and annual recertification packets to ensure each file qualifies under all funding regulations.
  • Track all annual recertifications to ensure each file is completed at least 30 days prior to the effective date.
  • Verify all adult applicant/tenant signatures are obtained on the day of move in or prior to the effective date for an annual recertification.
  • Accurately review compliance information in Real Page and review all final tenant income certifications are properly signed by the tenant(s) and management.
  • Audit each tenant file in accordance with ACOF policies to ensure each applicant/tenant file is complete and ready for 3rd party audit/reporting.
  • Assist with leaseup activities of new sites which may include creating the unit matrix according to regulatory agreements attending meetings providing staffing support reviewing and approving applicant files for movein and organization of new tenant files.
  • Process and complete movein files with a high degree of accuracy on an expedited timeline to meet each propertys occupancy rental requirements and lease up deadlines.
  • Train staff in leasing procedures and file compliance.
  • Prepare correspondence directly to 3rd party compliance agencies.
  • Assist with completing in a timely manner monthly and annual yearend owner reporting requirements.
  • Develop and maintain positive working relationships with property management team to promote a positive image for the development housing programs and ACOF.
  • Prepare various compliance reports and other reports regarding the status of lease ups to the Director of Property Management.

Its mission is to end homelessness through the provision of quality permanent supportive housing for people with mental illness. ACOFs values are Dignity Excellence and Community.

Requirements


To perform effectively in this position the Compliance Specialist must have:

  • High School diploma OR GED.
  • Minimum two years of affordable housing compliance experience with various layers of regulatory restrictions and requirements including LIHTC HOME HCD and/or local city affordable housing program requirements.
  • Must have completed one leaseup.
  • Property Management software experience required.
  • Knowledge of Fair Housing laws and relevant California statutes.
  • Experience utilizing Microsoft Outlook Teams Word and Excel.
  • Excellent verbal and written communication skills.
  • Ability to communicate effectively and interact with a wide range of people.
  • Ability to work a flexible schedule understanding that your scheduled workdays may vary according to staffing and property needs.
  • Ability to maintain an accurate recordkeeping system and handle confidential information with discretion.
  • Must be organized detail oriented and have good time management skills while handling multiple tasks and priorities.
  • Strong motivational skills with ability to selfdirect.
  • High integrity trusted direct truthful.
  • Possession of a valid California drivers license.
  • Access to a personal vehicle to be used to conduct ACOF business.
  • Ability to meet California minimum and ACOF insurance requirements.

Preferred Qualifications

  • Experience with Real Page.
  • Bachelors degree.
  • Certified Occupancy Specialist (COS) or Housing Credit Certified Professional (HCCP) Certification.
  • Bilingual Spanish preferred.
Salary Description
$69K to $74K
