The Senior Advisor Health Workforce is a senior member of the team who is primarily responsible for delivering on the mandate of the program executing the longterm strategy of the program and leading consultations and initiatives with key program stakeholders. The Senior Advisor is a subject matter expert and thought leader in health human resources including extensive knowledge in leading practices opportunities for innovation and partnerships and a deep understanding of workforce data and trends. The incumbent leverages their knowledge and experience for the effective development and implementation of program strategies and planning as well as performance measurement. As part of this role the Senior Advisor may act on the Managers behalf in their absence and may be responsible for the daytoday work allocation of team members.
The Senior Advisor must remain informed about emerging health workforce issues that may impact care delivery as well as approaches to health workforce planning across the sector and their impacts to the recruitment and retention landscape. The Senior Advisor is responsible for developing and maintaining program policies and tools working with relevant programs at Ontario Health to ensure alignment with existing policies and procedures drafting briefing notes project plans and slide decks. The Senior Advisor is responsible for ensuring that certain strategic objectives are a core component of expert consultations and advice to partners.
Here is what you will be doing:
Perform in a leadership role planning leading and executing health workforce projects policies initiatives and provide expert consultation and guidance.
Provide subject matter expertise and advice on a particular area or function for the organization ensuring uptodate knowledge and ability to assess workforce impacts on new initiatives and/or policy changes.
Lead and contribute to knowledge transfer and exchange activities within and outside the team especially around recruitment and retention best practices workforce planning succession planning models of care etc.
As the main point of contact for assigned program initiatives uses collaborative leadership to develop and support dissemination and implementation of program resources and quality standards on time and on target
Play a leadership role in terms of content process and methods in the development and implementation of projects and initiatives and related activities across Ontario Health and externally.
Develop strategies and policies to foster best practices in expert area within Ontario Health
Create guidelines for developing education materials and staff development.
Proactively identifies issues and risks and puts in place mitigation plans.
Anticipates and proactively designs solutions to challenges such as staffing shortages both short and longterm care.
Understand business strategy and provide consultative support to drive key priorities (assess present findings/solutions test iterate and measure)
Partner with key stakeholders and leaders to communicate and drive programs across stakeholder groups.
Able to communicate and enable critical Health Workforce Strategy and Implementation program components such as performance management engagement and organizational development.
Champion and monitor diversity and inclusion among partners and leaders including the development of diversity strategies within the context of Health Workforce Strategy and Implementation
Oversees project tasks and workflow for assigned health workforce initiatives and supports effective resource allocation.
Extensive knowledge of relevant health human resources stakeholders regulators and associations to appropriately identify collaborative solutions.
Identifies and rapidly escalates urgent often politically sensitive issues to ensure appropriate responses.
Assists the Manager with the development of work plans to ensure delivery of project milestones and meeting key performance indicators.
Demonstrates exceptional tactical and critical strategic thinking to keep projects effective and impactful when faced with changing circumstances such as program priority or funding changes.
Accountable for project deliverables including monitoring all projects to ensure successful delivery within the constraints of scope schedule cost and quality.
Performs crossfunctional and/or other duties as assigned.
Here is what you will need to be successful:
Education and Experience
Completion of a masters degree major in business administration health administration health informatics information technology or recognized equivalent experience and knowledge required.
Minimum of 810 years of work experience on initiatives that aim to improve clinical care outcomes health system design planning and performance.
Experience with projects/initiatives aimed at IEHP integration is considered an asset.
Minimum of 5 years leading health workforce projects/initiatives.
Experience as a clinical professional is considered an asset.
Demonstrated success and proven experience consulting with supporting and influencing senior and executive leadership.
Experience in managing large/complex operations and projects and overseeing daytoday operational activities.
Experience in engaging and soliciting support from critical stakeholders in the delivery of operational/program activities.
Knowledge and Skills
Subject matter expert on a range of health human resource issues including staffing models trends incentives and support programs etc.
Highly organized with an ability to work independently while managing multiple projects and priorities within strict deadlines.
Proven track record working collaboratively with multiple stakeholders senior leaders and team members.
Proficient at proactively identifying risks and issues and developing tactics and solutions to maintain required project timelines.
Demonstrated analytical problemsolving and organizational skills in addition to the ability to manage competing priorities.
Proven ability to lead manage and motivate people with a variety of skill sets.
Professional standard of conduct poise diplomacy and integrity in all interactions to work confidentially and effectively with sensitive and complex issues.
Broad knowledge of the Ontario healthcare system and the various stakeholders and actors; understands the changing Healthcare environment with all its complexities.
Strong technical skills including the ability analyze and present program data.
Familiarity with customer relationship management databases (e.g. Salesforce) and strong working knowledge of MS Office Suite (Outlook PowerPoint Excel and Word).
