NATURE AND SCOPE OF JOB:
The Director of Finance is responsible for advising the Superintendent and Board of Trustees on all financial and budgetary matters while managing the delivery of business servicesincluding accounting budgeting grants management print shop information system and nutritional services. The Director of Finance ensures compliance with federal state and local regulations; provides strategic planning and financial analysis to support district initiatives including bond and mill levy elections; represents the district in statewide finance committees; and serves as a key member of the Superintendents Cabinet to support the districts mission and goals.
JOBFUNCTIONS
ESSENTIAL FUNCTIONS:
Oversees the development implementation and monitoring of annual budgets capital budgets and financial forecasts.
Conducts financial analysis research and modeling to support sound decisionmaking including bond and mill levy elections.
Works with all business service functions including accounting and grants management.
Oversees departments such as nutritional services print shop and information systems ensuring alignment with organizational objectives and legal compliance.
Ensures compliance with federal state and local regulations and reporting requirements.
Develops and enforces internal controls financial policies and standard operating procedures.
Monitors financial operations and grant reporting to ensure accuracy and adherence to regulations.
Reviews and responds to new legislation updating district policies and practices accordingly.
Directs the preparation of the districts annual budget and Annual Comprehensive Financial Report (ACFR).
Prepares budget calendar allocations summaries amendments and related public hearings for the purpose of providing fiscal information for the Superintendent and the Board of Trustees approval.
Presents financial data and reports to the Board of Trustees and stakeholders in a clear transparent manner.
Analyzes financial information to identify trends variances and improvement opportunities.
Supervises evaluates and supports business and finance department personnel.
Oversees recruitment professional development and performance management to ensure effective department operations.
Promotes a collaborative and accountable work culture.
Serves as a point of contact between the district and internal/external stakeholders including schools elected officials auditors agencies and community groups.
Participates in and leads committees and task forces addressing district finance and operations.
Represents the district in statewide financerelated initiatives and committees.
Leads special projects such as facility improvement plans and Enterprise Resource Planning (ERP) enhancements.
Coordinates districtwide initiatives across departments to improve efficiency and support the strategic plan.
Develops and delivers reports presentations and documentation to internal and external audiences.
Responds to inquiries from staff families agencies and the public providing clear accurate and timely information.
Presents the preliminary and annual budget to the board.
Assist in the development of the district annual audit.
Oversee the budget process for CCPRD and BOCHES Boards.
Maintains confidentiality of sensitive personnel student and financial information.
Manages insurance coverage and risk mitigation strategies to safeguard district assets.
Will engage in the legislative process as requested.

JOBQUALIFICATIONS
KNOWLEDGE SKILLS AND ABILITIES:
Knowledge
Proficiency in Generally Accepted Accounting Principles (GAAP) Governmental Accounting Standards Board (GASB) guidelines and financial reporting requirements.
Strong knowledge of applicable federal and state laws and regulations related to public
finance and grants.
Understanding of school district operations including facilities transportation nutrition
services and human resources as they relate to finance.
Familiarity with integrated financial systems and data reporting tools (e.g. Infinite Visions Tyler).
Knowledge of liability insurance workers compensation and strategies to mitigate
financial and operational risks.
Understanding of restricted and unrestricted fund management reporting requirements
and auditing procedures.

EXPERIENCE: Job releatedexperience with increasing levels of responsibility is required along with experience in managing staff.
EDUCATION:Bachelors Degree in related field required Masters Degree Preferred
