About the Position

Dexis Professional Services (DPS) is seeking a Senior Budget Analyst to provide onsite support to the Department of Homeland Securitys (DHS) Office of the Chief Human Capital Officer (OCHCO). The Budget Financial Analyst will provide support to federal staff in performing federal financial management operations and be a part of a contract team providing support to the OCHCO Front Office and select OCHCO offices by sustaining OCHCO operations in the areas of acquisition and procurement administration budget formulation and and administrative support and surge support as necessary.

OCHCO is responsible for HR services for the Department of Homeland Security. OCHCO fulfills its congressionally mandated mission requirements through various Components Divisions and the Business Operations that support OCHCO. The OCHCO Front Office led by the Chief of Staff ensures necessary collaboration monitoring and completion of actions; provides strategic guidance; coordinates internal/external communication executive correspondence integration and special projects and administration to ensure efficient and effective organization success; provides financial management contract management facilities management space management quality assurance and administrative support functions.

Responsibilities

  • Provide financial functions for system development including shouldcost and projected cost analysis and trade studies related to cost tradeoff options.
  • Provide business management and analytic support to include risk assessments for scheduled events impact of changes preventative and corrective actions and analysis of phasing/obligation rates.
  • Develop budget requests OverGuidance requests for the Resource Allocation Plan Congressional Justification and presentation of findings to DHS Senior Executives Investment Review Board (IRB) OMB and Congress.
  • Develop cost models perform analyses perform trend analyses and support accepted performancebased metrics reporting requirements.
  • Prepare/review of business cases Exhibit 300s budgeting cost estimation and modeling cost monitoring costreduction strategies and other financial consulting services
  • Prepare and deliver monthly budget status of funds reports.
  • Provide weekly budget summaries regarding CHCO taskers and other budget related activities and provide weekly summary reports on the status of budget activities. These reports shall include budget status report narratives issues and recommendations as well as schedules.
  • Prepare the Executive Report summary which summarizes all tasks received cites the date sent out and received; the activity status of each item shall be provided.
  • Maintain and distribute Lines of Accounting as requested by the Business operations Director or Deputy Director.
  • Maintain and track the status of fund in the database.
  • Provide subject matter expertise for tasks regarding the DHS FFMS and PRISM systems and provide corporatelevel information reports on financial and contractual resources.

Qualifications

  • Ability to pass Department of Homeland Security background investigation and be eligible for EOD suitability.
  • Bachelors degree from an accredited university.
  • At least four years of relevant budget and and financial analysis experience.
  • Functional command of Microsoft Word and Excel.
  • Detailoriented flexible and sound professional.
  • Excellent verbal and written communications skills.
  • Ability to take responsibility for multiple tasks/projects and deadlines simultaneously.

Preferred Qualifications

  • Demonstrated knowledge of DHS Planning Programming Budgeting and (PPBE) cycle.
  • Familiarity with the DHS FFMS and PRISM systems.

Below is the pay range aligned with this position. When developing a range Dexis evaluates compensation holistically triangulating between external market research our budget for the position and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidates qualification relevant education and experience skills performance and organizational needs.

Dexis pay range for this role:
$73000$83000 USD
