The mission of the Water and Science Administration ofthe Maryland Department of the Environment is to restore and maintain thequality of the States ground and surface waters protect wetland habitats andmanage the utilization of Marylands mineral resources throughout the State.
This Natural Resources Planner III position willfunction as a nontidal wetland reviewer of projects proposing to impactnontidal wetlands and/or the nontidal wetland buffer in the Eastern Region ofthe Nontidal Wetlands Division. (The Eastern Region consists of CarolineDorchester Kent Queen Annes Talbot Somerset Wicomico and Worcestercounties) This position is guided by the requirements and mandates establishedin the Nontidal Wetlands Protection Act and Nontidal Wetlands Regulations andthe Water Quality Certification requirements of the Water Quality this capacity the incumbent prepares permit decisions represents theDepartment in a variety of forums; provides guidance to consultants andapplicants on nontidal wetland policies regulations and procedures; andcoordinates with other government agencies other levels of government and thegeneral public.
The working conditions involve exposure touncomfortable or unpleasant surroundings. Site visits may be conducted in inclementweather. Exposure exists to insect bites/stings poisonous plants chiggers tickssnakes and wild and domesticated animals. Work involves exposure to hazardousconditions which may result in injury. Site visits usually involve walking onuneven terrain that may result in falling. Work involves special physicaldemands; field visits may involve longwalks exceeding one mile and traversing uneven terrain. Use of protectiveclothing. such as safety vests hard hats rain gear and waterproof boots maybe necessary.
The incumbent in this position will be required todrive a State vehicle. If you maintain an outofstate driving license youmust provide a certified copy of your driving record from the appropriate MotorVehicle Administration at the time of appointment. Individuals must maintain adrivers license with no more than 5 points on their driving record in order todrive a State vehicle.
Education: A Bachelors degree from an accredited college oruniversity in an environmental science or natural resources planning management or development.
Experience:Three years of experience in natural resources planning or applied environmental science.
Notes:
1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in urban orregional planning engineering physical geography or thephysical chemical biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.
2. Candidates may substitute the possession of a Mastersdegree from an accredited college or university in natural resources planning management administrationdevelopment environmental urban or regional planning;resources economics or development; environmental systemmanagement; water or land resources planning and management; environmental landscape architecture; or the physical biological chemical or environmental sciences forup to three years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in thegeneral natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a yearforyear basis for the required experience and education.
It is preferred that the selected candidate have aBachelors degree in a Natural Resources related field of study.

PERSONAL LEAVE New State employees are awarded six 6 personal leave days annually (prorated based on start date).
