Job Summary:
The Eastern Oregon Coordinated Care Organization (EOCCO) is seeking a Medicaid Quality and Innovation Manager to oversee the administration of its grant programs and quality programs initiatives across the EOCCO service areas.
This is a FT hybrid position based in Portland Oregon.
Pay Range
$77364.14 $96705.18 annually (depending on experience).
*Actual pay is based on qualifications. Applicants who do not exceed the minimum qualifications will only be eligible for the low end of the pay range.

Primary Functions:
- Administer the EOCCO Grant Program and strategically align community funding with Oregon Health Authority (OHA) contract requirements.
- Manage EOCCOs quality programs portfolio of initiatives with an emphasis on community engagement innovation and activation.
- Conduct outreach and engagement with members providers communities and other stakeholders.
- Oversee track and report on the activities and outcomes of portfolio programs; assess prioritize and collaborate with stakeholders to understand status of individual initiatives.
- Create systems to ensure effective coordination and integration of work across the portfolio and with other internal stakeholders working on related initiatives (e.g. HRSN quality incentive measures grants Traditional Heath Worker (THW) projects).
- Identify and escalate major barriers and provide guidance on solution prioritization.
- Supervise the THW Liaison and oversee related THW deliverables.
- Collaborate across internal teams to develop programmatic initiatives aligned with EOCCOs strategic plan mission and goals.
- Develop external strategies to engage community members providers communitybased organizations and other stakeholders in EOCCO quality programs and objectives.
- Ensure compliance with contract deliverables and reporting requirements.
- Perform other duties as assigned.
Required Skills & Experience:
- Masters degree in a relevant field (Public Health Policy or Health Administration) and a minimum of 2 years relevant experience OR a bachelors degree and at least 4 years experience in public health or healthcare.
- Knowledge of Medicaid programs and benefits.
- Experience working within the Coordinated Care Organization (CCO) model.
- Experience managing contracts grants and Memoranda of Understanding (MOUs).
- Understanding of quality improvement and health system change.
- Proven project management skills including tracking and coordinating multiple longterm projects.
- Experience working with communitybased organizations and the healthcare delivery system.
- Excellent verbal written and interpersonal communication skills.
- Strong analytical problemsolving decisionmaking organizational and detailorientation skills.
- Ability to translate complex findings into clear actionable insights.
- Proficiency in Microsoft Office especially Excel and other reporting tools.
- Selfstarter with the ability to propose and implement creative solutions.
- Ability to maintain confidentiality and present a professional business image.
Preferred Skills:
- Previous experience supervising employees.
- Experience in program evaluation including publication.
- Experience working with healthcare staff and leadership to convert monitoring and evaluation data into action plans.
- Strong literature search and literature review skills.
Contact with Others & Working Conditions:
- Office environment with extensive close PC and keyboard use constant sitting and frequent phone communication. Must be able to navigate multiple computer screens. A reliable highspeed hardwired internet connection required to support remote or hybrid work. Must be comfortable being on camera for virtual training and meetings. Work in excess of standard workweek including evenings and occasional weekends to meet business need. Travel to Eastern Oregon on a regular basis including overnight travel.
- Internally with all departments and multiple levels of leadership. Externally with communitybased organizations state agencies 501(c)3 entities physicians and office staff and healthcare associations. Additionally contact with the EOCCO Board of Directors and compliance and operational subcommittees of the Board.
