Job Description

CONTRACT MANAGER
(Construction Task Order Manager)
Position Description Summary
Kaeppel Consulting is seeking a highly skilled and experienced Construction Task Order Manager with at least 15 years of experience in public sector procurement and compliance with construction and infrastructure programs. This role will oversee and facilitate the Task Order Solicitation (TOS) process ensuring seamless task order solicitation to task order in a highly dynamic and fastpaced environment.
The Construction Task Order Manager will lead a team responsible for managing TOSs simultaneously maintaining a robust contract templates library and work streams and ensuring all agreements align with Multiple Award Task Order Contract (MATOC) terms City Charter public contract laws and procurement codes. This role requires a seasoned leader with deep contract expertise strategic problemsolving skills and the ability to collaborate with a diverse range of stakeholders across industry government legal financial compliance and project management teams.
The Construction Task Order Manager will collaborate with clients project delivery teams to prepare task order solicitations and deliver executed Task Orders.
The environment is an extremely fastpaced multitier stakeholder engagement and reporting structures. This will be an onsite position in Los Angeles CA.

Essential Job Duties
1. Project & Contract Management
Lead the development and administration of task order solicitation task orders and amendments under the MATOC program.
Manage TOS prioritization and tracking project TOS milestone dates
Ensure Task Orders support program objectives mitigate risks and comply with all applicable regulations.
Continuously update and maintain contract templates and procurement work streams to ensure standardization efficiency and regulatory alignment.
Provide strategic guidance on task orderrelated issues identifying potential risks and
recommending solutions to prevent project delays or legal challenges.
Develop and implement best practices for task order lifecycle management to streamline
processes and enhance contract efficiency.
2. Stakeholder Coordination & Reporting
Serve as the primary liaison between multiple stakeholders including:
o Cost Control Managers (CCMs)/Project Managers (PMs): Ensure contracts align with
project scope schedule and delivery milestones.
o Delivery Executives: Provide updates on contract and risk mitigation
strategies.
o City Attorney Office and Compliance Teams: Ensure contracts meet legal regulatory
and procurement standards.
o Economic Impact Team: Ensure that TOS contain BOAC approved contract
requirements.
o Board Office & Auditors: Maintain transparency and provide task order documentation
as required.
o Airport Development Administration: Communicate TOS look ahead and awards and
provide administrative documents to ensure MATOC firms and subsequent task orders
are recorded in clients financial system. Assist with transmittal of change orders to
facilitate prompt payment.
o Clients Strategic Sourcing Division: Coordinate use of Bonfire or other client platform to
communicate task order solicitations from initial advertisement to award.
o Contractors/Consultants: Communicate with Industry partners contractors and
consultants to manage expectations provide updates training and feedback.
Prepare and submit timely and accurate data reports to the Economic Impact Team (EIT)
ensuring timely and accurate contract and Task Orders status updates and financial tracking.
Maintain a MATOC database that tracks all contract data including but not limited to:
contractual and Task Order commitments real time task order solicitation activities
amendments subcontractor additions conflict determinations and compliance documentation.
Act as a key advisor to senior leadership identifying potential contract risks and recommending corrective actions.
3. Task Order Solicitation & Compliance Management
Oversee and manage a highvolume TOS workload and ensure timely while
maintaining compliance with:
o MATOC terms and conditions
o City Charter requirements
o Public contracts and procurement codes
Lead TOS strategy development ensuring contract structures minimize risks prevent disputes and reduce the potential for bid protests.
Administer endtoend solicitation activities request for interest task order solicitation
coordination of TOS scoring/interview task order issuance and amendments.
Conduct periodic compliance audits to identify potential risks and gaps in contract implementing corrective measures as needed.
Ensure costeffective procurement solutions that maintain the programs budget and financial integrity.
4. Training & Development
Establish and maintain standard operating procedures (SOPs) for MATOC contract
administration ensuring clarity and consistency in contract across teams.
Design and deliver training programs to educate project managers project teams stakeholders executives contractors and procurement personnel on MATOC procurement and compliance processes.
Ensure all staff are wellversed in contract administration policies public procurement laws and risk management strategies.
Provide ongoing mentorship and professional development for contract managers analysts and procurement specialists to enhance their technical expertise and operational efficiency.
Hardware/Software Knowledge
Proficiency in contract management software Power BI and procurement tracking systems.
Professional Experience Level/Other Qualifications
Experience & Skills
At least 15 years of progressive experience in Public Sector contract management procurement audits and compliance for largescale construction professional services and infrastructure projects.
Extensive expertise in DesignBidBuild DesignBuild and CMAR MATOC contract structures including task orders amendments and dispute resolution.
Strong leadership and project management skills with a proven ability to manage highvalue contracts in a complex highpressure environment.
Deep knowledge of MATOC terms City Charter public contracts and procurement codes to ensure full regulatory compliance.
Proven ability to thrive in a fastpaced multitiered stakeholder environment managing
competing priorities with a strong sense of urgency.
Strong negotiation communication and analytical skills with the ability to work effectively with government agencies legal teams financial departments and risk management professionals.
Demonstrated experience in developing and maintaining templates work streams and
procurement documentation.
Experience in developing and leading training programs on contract management and
compliance.
Ability to analyze contract risks and develop proactive mitigation strategies.
Education/Training
Bachelors degree in Business Administration Law Construction Management or a related field.
Professional certifications in contract management or procurement (e.g. Certified Professional
Contract Manager (CPCM) Certified Federal Contracts Manager (CFCM) or equivalent)
preferred.
Familiarity with industrystandard contract management tools and systems.
