Job Description

Sayres Defense is seeking a detailoriented Senior Cost Estimation Analyst to provide comprehensive analysis of ship production data. The successful candidate will work closely with production teams project managers and leadership to interpret and report Earned Value Management System (EVMS) metrics ensuring projects remain on track and aligned with organizational goals. This role is critical in maintaining transparency efficiency and excellence in ship production processes.

This position is based in Washington DC and supported hybrid onsite/remote with occasional travel to Mobile AL to support the customer.

Key Responsibilities:

  • Collect analyze and report EVMS data related to ship production activities.
  • Develop maintain and present EVMS metrics dashboards including cost performance index (CPI) schedule performance index (SPI) and variance analysis.
  • Support Program Managers with forecasting and corrective action planning based on and EVMS trends.
  • Execute update and augment established cost models to provide and improve program costbased forecasting.
  • Collaborate with production and finance teams to ensure accurate integration of cost and schedule data.
  • Provide indepth analysis of variances risks and opportunities impacting project performance.
  • Conduct whatif scenario modeling to assess potential project impacts and recommend mitigation strategies.
  • Ability to interpret and assess Shipyard IMS products for accuracy and realism from an EVM perspective
  • Ensure compliance with government and internal EVMS standards and processes.
  • Prepare reports for leadership and stakeholders including insights and recommendations for process improvements.
  • Act as a liaison between technical teams and leadership to communicate complex data insights effectively.

Qualifications

Required:

  • Bachelors degree in business administration Engineering Finance or related field.
  • 7 years of experience working with EVMS in a Naval ship programs and production.
  • Experience working with DoD contracts and reporting standards.
  • Strong understanding of EVMS principles including earned value budgeting and scheduling.
  • Proficiency in cost models and associated data analysis tools including Excel (advanced functions) Power BI or similar platforms.
  • Exceptional analytical organizational and communication skills.
  • Ability to present complex data in an understandable format for various stakeholders.
  • Knowledge of tools like Deltek Cobra Primavera P6 or similar scheduling and EVMS software.
  • Secret Clearance or the ability to obtain.

Preferred:

  • Certified in Earned Value Management (EVM).
  • 15 years DoD/Navy program management Government technical management or Industry business management.
  • Experience supporting PEO Ships NAVSEA Military Sealift Command (MSC) Supervisor of Shipbuilding (SUPSHIP) and American Bureau of Shipbuilding (ABS).
