About Strathfield Council

Strathfield Council (Council) is a medium sized Council located in Sydneys Inner West. The area of the Council comprises approximately 14 square kilometres and has an estimated population of 46000 residents which is growing at 2.53 annually. Based on NSW Government projections the population will increase to over 80000 by 2036.

About the Role

The Manager Governance & Procurement is responsible for providing strategic leadership and oversight for Councils governance strategic procurement Council meetings business papers councillor support and internal audit functions.

This role will oversee the development and implementation of Councils policy framework ensuring appropriate delegations are established and maintained in line with statutory requirements.

The successful candidate will drive the implementation and ongoing improvement of organisational controls and administrative procedures to support best practice service delivery in alignment with good governance principles legislative obligations and Councils Delivery Program and Operational Plan.

Youll also be responsible for:

  • Providing strategic leadership and management of Councils governance procurement and internal audit functions ensuring ongoing compliance with relevant legislation and regulatory frameworks.
  • Championing a workplace culture that supports best practice governance and procurement through targeted programs and initiatives.
  • Leveraging technology to enhance governance procurement audit and councillor support functions.
  • Leading the delivery of timely and compliant agendas and business papers for all Council and Committee meetings.
  • Developing and implementing a structured councillor training calendar and provide ongoing councillor support as needed.
  • Overseeing the provision of both informal and formal GIPA (Government Information Public Access) requests.
  • Preparing and managing the budget for all areas of responsibility ensuring alignment with organisational priorities.
  • Supporting the Director Legal & Civic with special projects and operational priorities as required.

About You

The successful candidate will have the following:

  • Tertiary qualifications in Business Management or relevant degree and/or relevant practical experience in a management role.
  • Qualification in relevant postgraduate study highly regarded.
  • Demonstrated experience in driving employee engagement team performance and organisation wide change.
  • Demonstrated experience in team building and team development.
  • Sound and uptodate knowledge of local government legislation frameworks and relevant policies and procedures.
  • Extensive practical experience with exposure to all administrative procedures.
  • Strong written communication skills to write complex reports proposals and submissions.
  • Demonstrated ability to plan schedule and coordinate resources to ensure that output from the administration team meets corporate goals required standards and reporting deadlines.
  • Proven adaptability to attend concurrently to several competing matters.
  • Experience in divisional planning and involvement in decisionmaking at a senior level.
  • Demonstrate a commitment to Equal Employment Opportunity Occupational Health and Safety and Cultural Diversity principles.
  • Experience in Local Government (Desirable)
  • An understanding of Information Management Systems (Desirable)

Shortlisting

Shortlisting will occur in two phases:

Phase 1: Candidates will be initially assessed to determine suitability for progression to Phase 2.

Phase 2: Selected candidates will be invited to complete an activity prior to being considered for final shortlisting. This will involve completing a task and recording a short video presentation outlining their response.

The total time commitment for this activity is expected to be approximately 30 minutes.

The outcome of this phase will determine progression to the interview stage.
