Temporary Summer/Seasonal Engineering Technician 1 Area of Focus: Traffic

This recruitment will be utilized to fill up to seven 7 seasonal summer temporary positions. Additional temporary summer positions may be advertised to be considered applicants need to apply for each advertised position.

Current Marion County regular parttime and fulltime employees can only hold one Marion County position at a time. If you are currently a Marion County Employee who applies and is hired for this recruitment you will be required to resign from your current position.

The successful candidates for these temporary assignments must be selfstarters capable of managing their time and workload on a daily basis under the supervision of the Engineering Division Manager Capital Projects Manager or higherlevel technician.

GENERAL STATEMENT OF DUTIES
Performs civil engineering technician work in analysis location design construction and inspection or operation of engineering projects or survey work; performs related work as required.

SUPERVISION RECEIVED
Works under the direct supervision of an engineer project manager or lead responsibility of an engineering technician of higher grade who makes assignments and reviews work performance.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this class; however may be assigned lead worker responsibility overseeing and directing the work of temporary employees.

Typical Duties Duties include but are not limited to the following

Traffic/Asset Management Specialty

  • Uses and maintains the permit system and associated databases.
  • Assists in office and field studies of traffic volume vehicle usage and traffic distribution; sets up and monitors traffic counters; takes manual traffic and turning movement counts; provides traffic volume and miscellaneous traffic data to the public upon request.
  • Collects and files accident reports; compiles and summarizes accident data and maintains the associated databases.
  • Investigates miscellaneous safety complaints sign requests etc.; measures sight distances; provides miscellaneous graphics and mapping support and files and organizes miscellaneous traffic engineering work.
  • Performs a variety of office tasks including issuing permits researching records for property and rightofway information compiling and reviewing accident histories providing information to the public miscellaneous hand and computer drafting and filing and organizing traffic engineering work.
  • Collect asset data throughout the county. Data collected may include but is not limited to sign utility signal or other infrastructure data.
  • Use GIS applications to map collected data.
  • Perform various office and field functions such as maintaining and updating maps and databases.
  • Introduction to operations of County Government with the opportunity to shadow various professions.
  • Other duties as assigned by your supervisor.

Requirements for the Position

EXPERIENCE AND TRAINING

  1. Two years of college coursework in civil engineering or civil engineering technology; OR
  2. Two years of varied technical experience in the field of engineering surveying drafting construction or traffic engineering operations; OR
  3. Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.

SPECIAL REQUIREMENTS

  • Must possess a current drivers license in the applicants state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. The policy can be found at: finalist for this position may be required to pass a criminal history background check; however conviction of a crime may not necessarily disqualify an individual for this position.
  • This assignment is represented by a union.
  • This is a fulltime temporary position which is eligible for overtime.
  • Work Schedule: Monday Friday 8:00 a.m. 5:00 p.m. with flexibility depending upon the needs of the department.

KNOWLEDGE SKILLS AND ABILITIES
Knowledge of geometry algebra and elementary trigonometry; basic engineering practices and procedures; drafting CAD and plan/map reading.

Skills and ability to use of field and office engineering instruments especially computers; making drafts sketches or tracings of maps and plans; make accurate computations; communicate effectively both orally and in writing; follow written and oral instructions accurately.

PHYSICAL REQUIREMENTS
Operates a motor vehicle and maintains an acceptable driving history; sees using depth perception; may work in moving traffic and judge vehicle speeds; stands; sits; moves about the work area; bends forward; stoops; climbs 1 flight of stairs; reaches overhead; lifts up to 50 lbs.; pushes pulls and carries up to 100 lbs. for up to 10 ft.; moves carts weighing up to 100 lbs.; operates a keyboard; rapidmental/hand/eye coordination; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors and shades; hears a normal and whispered speech level; works safely around traffic and in construction zones; ability to judge vehicle speeds; exposure to all weather conditions including heat cold humidity dust and smoke; exposure to vibration and noise; traverses wet and uneven areas; works predominantly indoors but at times will be working outdoors year round exposed to Oregon Willamette Valley weather. Working alongside roadways among moving traffic dealing with potentially angry or uncooperative people around construction equipment and crews entering private property to contact citizens working independently in the field.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program fulltime employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.

VISA SPONSORSHIP
Marion County does not offer VISA sponsorship. Within three days of hireyou will be required to complete the US Department of Homeland Securitys I9 form confirming authorization to work in the United States. Marion County is an EVerify employer and will use EVerify to confirm that hires are authorized to work in the United States.

VETERANS PREFERENCE

    • MEMBER COPY 4 of the Certificate of Release or Discharge from Active Duty (DD Form 214 or 215; OR

    • Certification that discharge or release from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
  • In addition to one of the above documents Disabled Veterans must also submit one of the following:
    • A copy of their Veterans disability preference letter from the Department of Veterans Affairs; OR
    • Certification that medical separation from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
