Performs the full range and variety of assignments in implementing and coordinating the countywide recycling and waste reduction programs including demonstration projects and educational/promotional and informational activities; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Recycling Specialist III in that the Recycling Specialist IV independently performs the full range and variety of assignments predominantly of difficult nature; whereas the Recycling Specialist III performs assignments of moderate difficulty in the Countys recycling reuse and waste reduction programs.

Organizes develops implements and monitors existing and new recycling and waste reduction programs of a difficult nature; assists in implementing and monitoring demonstration projects; assists in implementing educational and promotional activities;; disseminates pertinent materials to schools community groups and associations; conducts feasibility and systems design studies through onsite investigations of facilities; establishes and monitors accounts relative to the various programs; processes registration forms and license applications verifies qualifications and secures difficult compliance agreements; maintains reviews and utilizes databases related to recycling and recycling programs; compiles and evaluates data and statistics; conducts difficult research; responds to recycling related queries from businesses community organizations and the general public; prepares correspondence and reports.
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a major in business or public administration urban planning civil or environmental engineering environmental science public health psychology sociology or a related field and three 3 years of experience in the implementation and coordination of a recycling waste reduction waste recovery or comparable program.
License Requirement: Possession of a valid motor vehicle operators license. (Type 3.
Knowledge of: principles of psychology sociology and human behavior; a professional knowledge of recycling reuse waste reduction and waste recovery trends and developments; government and community organizations and functions; principles and techniques of preparing informational and educational materials; publicity methods and media; research methods and techniques; computer and report writing skills.
Ability to: communicate effectively both orally and in writing with various segments of the public; develop and maintain effective working relationships with various private governmental and community organizations; develop and coordinate recycling informational educational and promotional activities; understand and communicate technical information concerning recycling programs; evaluate programs and recommend improvements; understand interpret and apply laws rules and regulations; and prepare analytical reports with recommendations.

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

The above examination is being given on an opencompetitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
