The Fiscal Analyst supports financial accountability and compliance for state and federally funded programs within the Office of Economic Opportunity (OEO) under the North Carolina Department of Health and Human Services (DHHS). This position plays a central role in reviewing evaluating and auditing fiscal activities for accuracy internal controls and adherence to applicable laws regulations and financial standards. The analyst is responsible for monitoring subgrantee agencies both onsite and through desktop reviews helping ensure that financial practices align with generally accepted accounting principles (GAAP) state statutes and federal requirements.
The role includes reviewing contracts budgets invoices financial reports and risk assessments and providing fiscal guidance to support the administration of communitybased programs. The Fiscal Analyst also contributes to policy development provides training and technical assistance to grantees and assists in the creation of tools and processes to enhance fiscal oversight. This position requires strong analytical skills attention to detail and an understanding of compliance frameworks relevant to public and nonprofit funding environments.
Conduct comprehensive onsite fiscal monitoring of subgrantee agencies to assess compliance and verify financial outcomes.
Review funding applications and monthly financial status reports (FSRs) conducting desktop monitoring for risk and compliance.
Assist in preparing quarterly financial and compliance reports in alignment with state and federal program requirements.
Perform ongoing review of Statements of Federal Ledger (SOFL) and federal debarment listings to validate eligibility.
Support the development and delivery of training to contractors and community partners through conferences webinars and oneonone sessions.
Maintain and update monitoring logs FSR trackers and data entry systems to ensure accurate and timely reporting.
Develop fiscal monitoring tools and participate in the drafting of fiscal guidance and internal policies.
Conduct fiscal research and contribute to the enhancement of financial oversight frameworks.
Support inventory tracking and ensure system component documentation is current.
Assist with special assignments related to fiscal systems policy implementation or emerging compliance needs.
