The new EPS position will serve as a strategic role managing the intake of civil forfeiture files while ensuring adherence to CFO guidelines policies and procedures. The Civil Forfeiture Coordinator will be responsible for managing all civil forfeiture intake requests within EPS ensuring they align with organizational and legislative requirements. Additionally the role will focus on collaborating with the CFO and other external strategic partners to respond to information requests from the CFO fostering and strengthening relationships to ensure seamless coordination and effective case management responsibilities of this position will include:
- Develops guidelines for members to follow when preparing files for Civil Forfeiture.
- Reviews police reports to identify cases that meet referral guidelines and to submit suitable EPS files to the CFO for further action.
- Consults with CFO as the Primary Stakeholder to confirm the file is ready for transfer.
- Is responsible for transferring the electronic file to the CFO.
- Collaborates with internal and external stakeholders to improve processes.
- Leads in developing the strategy framework and the operational implementation of the program.
- Acts as the point of contact and the subject matter expert for the organization on civil forfeiture matters.
- The coordinator focuses on implementing and managing administrative and operational efficiencies to prevent delays in the civil forfeiture referral process
- The coordinator also provides civil forfeiture training and presentations to equip EPS officers with the knowledge needed to navigate the civil forfeiture process.
- By leveraging expertise in policing investigations proceeds of crime and offencerelated property the coordinator supports officers in distinguishing between civil and criminal forfeiture identifying appropriate cases for civil forfeiture and facilitating referrals to the CFO

- A university degree in business administration public administration political science or a discipline as required by area of specialization.
- Extensive law enforcement experience working directly within a police in Alberta including a minimum of 7 years working within a drug or proceeds of crime unit (or a combination of both). Preference may be given to candidates with more years of service and recent experience in these fields.
- Experience in a combination of strategic/operational business planning policy development and project management.
- Extensive experience interpreting and applying provincial legislation and the criminal code CDSA and Cannabis Act.
- Extensive experience with civil forfeiture referrals in a law enforcement environment.
- Extensive experience reviewing and approving complex investigative reports and affidavits.
- Experience delivering training to law enforcement groups through different mediums.
- A minimum of five 5 years managing team(s).
- Strong interpersonal and leadership skills to develop and enhance relationships with internal and external stakeholders.
- Strong analytical problem solving and organizational skills.
- Excellent oral and written communications skills including the ability to express ideas and recommendations clearly and concisely in a manner appropriate to the audience (i.e. briefing notes presentation materials); the ability to restate complex ideas in plain language and facilitate constructive discussion.
- Ability to establish an accountability framework assess and mitigate risk and monitor performance measures to ensure targets are met.
- Ability to manage and lead projects from conception to completion.
- Ability to create manage and sustain collaborative work teams.
- Excellent policy management research and inquiry skills including the ability to develop expertise rapidly to fully understand and analyze complex issues.
- Ability to identify and analyze implications and consequences of proposed options and responses.
- Demonstrated ability to exercise sound judgment and use tact diplomacy and discretion in carrying out responsibilities.
- Must be flexible adaptable and demonstrate the ability to work independently to manage a diverse and rapidly evolving workload.

- As part of your prehire screening you will be required to complete an Enhanced Security Clearance. Hours of Work: 40 hours per weekhours Monday Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.
Salary Range: 21B Salary Grade: 034 $48.36 $61.71 (Hourly) $3868.80 $4936.90 (Biweekly) $100975.68 $128852.57 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
