Position Overview

Are you an experienced procurement and contact law attorney The Illinois Lottery is seeking to hire a Deputy General Counsel of Contracts & Compliance in the Legal Division that can oversee the compliance of the Private Manager Agreement procurement and vendor relations FOIA request and assisting in drafting legislation. If you excel at communicating to wide variety people paying close attention to detail and the ability analyze statutes the Illinois Lottery encourages you to apply for this position.

Essential Functions

  • Serves of Deputy General Counsel of Contracts & Compliance and the principal legal advisor for administrative and operational functions of the Department including but not limited to compliance of the Private Management Agreement procurement vendor relations investigations and drawings as well as other subject matter areas pertinent to the Lottery.
  • Independently plans directs and advises the Director and Department management regarding legal policy and implementations.
  • Directs the compliance of the Private Management Agreement ensuring the Private Manager is adhering to all contractual commitments requirements of the Illinois Lottery Law and all applicable statutes and regulations.
  • Speaks on behalf of the Director and General Counsel to communicate the Departments position on legal related matters possessing significant independent authority to bind the Department to courses of action.
  • Serves as the Agencys Freedom of Information Officer with responsibility to determine whether requested information is subject to disclosure or should be considered exempt pursuant to the Illinois Freedom of Information Act.
  • Serves as a full line supervisor.
  • Advises the Lotterys Labor Relations Officer with respect to interpretation and application of the collective bargaining agreement State of Illinois Personnel Code and State and Federal Labor laws.
  • Assists the Director and General Counsel with preparation of legislative changes and proposes new legislation.
  • Performs other duties as requires or assigned which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires law degree and possession of a license to practice law.
  • Requires four 4 years of progressively responsible administrative experience in the practice of law or professional supervisory experience in legal work or in the conduct of judicial or quasijudicial hearings.

Preferred Qualifications

  • Four 4 years of experience utilizing common law Federal and State laws and regulations pertaining to compliance and investigations of an organization.
  • Two 2 years of experience working with procurement laws rules and regulations.
  • Four 4 years of experience utilizing legal methods practices and procedures.
  • Four 4 years of experience drafting complex and technical legal documents.
  • Fours 4 years of experience analyzing and appraising facts evidence and precedents.
  • Four 4 years of experience applying fundamental principles to unusual difficult and complex problems.
  • Four 4 years of experience communicatingissues to expressfacts evidence and precedents.
  • Four 4 years of experience developing and maintainingsatisfactory working relationships with others at all levels in State Federal and local government.
  • Two 2 years of supervisory experience including staff development application of discipline evaluating employee performance determining staffing needs and establishing employee goals and objectives.

Conditions of Employment

  • Requires completion of a background check and selfdisclosure of criminal history.
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including schedule unscheduled or lastminute overtime. This may require the ability to work evenings and weekends.
  • Requires the ability to utilize state issued equipment (i.e. laptop cell phone).
  • Requires the ability to travel in the performance of duties with overnight stays as appropriate.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position. As a result the employee should be aware that if offered nonState employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such nonState employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act 5 ILCS 420/4A et seq. requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 1509 Fines and penalties apply to untimely filings.
