SUMMARY
Under the direction of the Councils & Commissions Manager the Administrative Specialist II (Policy and Community Engagement Specialist) leads and designs programmatic operational and strategic initiatives to support the work of Councils & Commissions (C&C) the Developmental Disabilities Council (DDC) Oakland Transitional Grant Area Planning Council (OTGA) and the Public Health Commission (PHC). The Administrative Specialist II exercises a high degree of discretion and independent judgment in carrying out assignments that support policy development community engagement and crosscouncil collaboration. This role plays a key part in aligning the efforts of C&C with Alameda County Public Health Departments broader goals for community health improvement and policy advocacy.
Salary range: $74788.47 $91768.38 annually depending on experience/qualifications.
ESSENTIAL FUNCTIONS
- Develops evaluates and implements Standard Operating Procedures (SOP) workplans and other shared operational tools across the QIA Division C&C and respective bodies to ensure effective recordkeeping collaboration and information flow.
- Leads strategic planning and capacity building initiatives to deepen community engagement across Councils & Commissions ensuring meaningful participation from community stakeholders in AC Healths health improvement efforts.
- Independently conducts policy research analysis of legislation and regulations affecting ACPHD programs and initiatives Councils & Commissions and their respective focus areas.
- Independently develops policy recommendations with input from Councils & Commissions membership and aligns with AC Healths priorities including but not limited to its Community Health Improvement Plan and AC Health Legislative Platform.
- Prepares a variety of correspondence reports and presentations to inform commissioners council members and department leadership about policy or programmatic changes that affect Councils & Commissions.
- Serve as liaison for Councils & Commissions with County departments external organizations and the public; represent the unit on relevant committees and task forces.
- Designs and oversees planning and of communityfacing events to ensure that these events support the operational priorities and engagement goals of Councils & Commissions.
- Leads Councils & Commissions staff and members in understanding public health accreditation requirements and ensures their participation in accreditation activities.
- Develops and implements strategies for procurement budgeting and evaluation across Councils & Commissions in alignment with the QIA Divisions administrative team to ensure resource allocation aligns with operational goals and strategic priorities
- Leads the development of crosscouncil initiatives to ensure a shared understanding of priorities across Councils & Commissions enhance collaboration and achieve operational goals.
- Designs protocols and delivers training for Shared Administrative Support Staff to promote consistent scheduling documentation and meeting coordination across Councils & Commissions maintaining records in accordance with established operational protocols.

Education/Experience
- Equivalent of one year of fulltime experience in the class of Administrative Specialist I in the Alameda County classified service.
OR
- A bachelors degree with major coursework in business or public administration or a field related to the work.
- Equivalent to one year of fulltime professionallevel experience in planning and conducting administrative operational and organizational studies and providing varied administrative support at the level of or higher than that performed by the County class of Administrative Specialist I.

WORK ENVIRONMENT
Hybrid with reporting to a general office setting in San Leandro CA indoors temperature controlled.
Occasionally travel may be required for offsite or community meetings or conferences.
