Job Description

Position: Compliance Manager

Department: Finance Department

Employment Status: Permanent Fulltime Nonexempt

Schedule: Monday Thursday: 7:00 AM to 5:30 PM

Compensation:Grade 8; salary range begins at $23.52


POSITION INTRODUCTION

The Compliance Manager works under the direction of the Finance Director and Assistant Finance Director. This role is responsible for ensuring Business & Occupation (B&O) tax compliance for businesses and residents tracking major projects and maintaining financial compliance. This role includes reviewing tax returns reconciling revenues and maintaining accurate records. Additionally the Compliance Manager oversees the onboarding of new businesses and the supervision of the Licensing Clerk to ensure that City Business Licenses are processed in accordance with ordinances and within a timely manner.

Compliance Manager works closely with contractors project managers new businesses business owners city residents and City employees to facilitate a fair and professional compliance process. This position also involves providing customer service and ensuring adherence to City and State Codes.

Additionally the Compliance Manager serves as backup for other special revenue clerks and the cashier ensuring continuity of operations within the Finance Department.


ESSENTIAL DUTIES KNOWLEDGE SKILLS ABILITIES

  • Review and process all B&O Tax returns and make necessary corrections.
  • Reconcile and balance B&O revenues daily to ensure accuracy.
  • Compile and send quarterly and annual B&O returns.
  • Review the late list quarterly to ensure the accuracy of information for late letters.
  • Prepare and mail delinquent letters in a timely manner.
  • Manage track and report on all major B&O Construction projects within the City.
  • Work with general contactors and subcontractors to secure lists of contracts and projects.

  • Track and ensure tax payments are made on major projects currently with gross revenue in excess of $5 million dollars.
  • Create tax releases for all major or significant projects.
  • Audit building permits to identify projects.
  • Work with WVU and WVUH procurement departments on all significant projects.
  • Oversee and work with the Business Licensing Clerk on annual licensing processes new business license and compliance.
  • Ensure onboarding process for new businesses for B&O and licensing.
  • Handling compliance questions and research on taxes and fees.
  • Work with City Attorney to help interpret and enforce City Code as necessary.
  • Maintain a master list of annual and quarterly accounts.
  • Understand and communicate City and State Codes pertaining to B&O taxes.
  • Maintain B&O tax and miscellaneous billing information in the computer system including updating current and creating new B&O accounts.
  • Maintain filing systems for B&O taxes (both physical files and digital) including updating holds on accounts and reviewing outstanding permits.
  • Perform monthly audits of B&O accounts to ensure proper invoicing and application of payments.
  • Meet all deadlines for monthend quarterend and yearend close procedures.
  • Serve as a backup to the Special Revenue Clerk Fire Fees and MSF Special Revenue Clerk Licenses and the Cashier.
  • Participate in developmental and educational opportunities.
  • Perform other workrelated duties and projects as assigned by the Finance Director and Assistant Finance Director.

Working Conditions:

  • Office setting with frequent use of technology and equipment.
  • This position requires onsite work at the office with no option for remote work.
  • Comfortable carrying equipment up to 20 lbs.
  • Frequent requirement to sit stand kneel walk talk and listen to instructions.

Contact & Supervision:

  • This position regularly communicates with citizens and business owners concerning Business & Occupation tax collection.
  • This position reports directly to the Assistant Finance Director.

Requirements

Minimum Qualifications:

Education: High school diploma required.

Experience: At least two years of work performance in a clerical or professional position that would enable the individual to perform the duties of the position.
