Job Description

The Oklahoma Climatological Survey (OCS) home to the Oklahoma Mesonet and the Southern Climate Impacts Planning Program is seeking a Financial Analyst to provide essential administrative and financial support. This position includes a wide range of responsibilities including accounting financial analysis payroll project coordination personnel administration and event planning.

  • Work with the OCS Director and Mesonet Director to prepare and manage the annual operating budget.
  • Oversee and verify expenditures reconcile funds implement or supervise personnel actions prepare Bursar and OU Foundation deposits maintain records and produce financial and administrative reports.
  • Exercise approval authority for personnel actions payroll invoice payments interdepartmental transfers OU Foundation requests and other financial obligations involving departmental funds.
  • Manage OCS office operations including office access and space allocations departmental security maintenance and upkeep of facilities.

Provides management administration and analysis and evaluation of financial activities within a college or complex university department.

Essential Duties:

  • Collects and analyzes data and prepares financial reports.
  • Monitors financial and budgetary systems for the department college to insure proper allocation of expenditures and compliance with applicable regulations.
  • Balances all accounts and prepares monthly financial statements.
  • Generates reliable cost information to be used in preparation of new or modified budget proposals throughout the year.
  • Develops recommends and administers management information systems for the college department including financial records personnel records student enrollment statistics physical facilities and equipment.
  • Coordinates with University administration offices regarding financial practices within the college/department.
  • Advises on matters concerning administrative practices policies and procedures regarding accounts budgets and/or forecasts for the department and the university.
  • Assists with development and modifications to accounting systems necessary to ensure sound practices are followed for disbursement of university funds.
  • Performs various duties as needed to successfully fulfill the function of the position.

Required Education/Experience: Bachelors degree in Accounting Business Administration or related field; AND:

  • 24 months financial budgeting or accounting experience.

Equivalency/Substitution: Will accept 48 months of related experience in lieu of Bachelors degree for a total of 72 months of related experience.

  • Detail oriented for accuracy of data and information
  • Highly organized and able to handle multiple projects and deadlines
  • Ability to communicate verbally and in writing
  • Ability to build rapport with students faculty and staff
  • Able to supervise staff and communicate directions and expectations effectively
  • Ability to produce reports and complete work within deadlines
  • Strong initiative to solve problems in a timely manner

  • None

Department Preferences:

  • Ability to demonstrate strong Excel skills.
  • Minimum of two years of relevant experience in accounting and financial systems and processes including financial statement and budget preparation.
  • Experience in fiscal management working with budgets allocating funding and monitoring outcomes.
  • Previous experience using PeopleSoft Financials for requisitions purchase orders invoices purchase card transactions and transfers; Adaptive budget and planning; Concur; and other university software.
  • Experience with event planning workshop coordination and working with vendors.

Supervision:

  • Supervises 12 fulltime financial staff.
