Seattle Public Utilities (SPU) is seeking a Workforce Facilities Strategic Advisor 2 in the Workforce Facilities Planning and Management Section in the Logistics Division of theDrainage and Wastewater Line of Business.This position serves as a key advisor on Seattle Public Utilities (SPU) workforce facilities and is responsible for developing implementing and managing a new building electrification program and leading portfoliolevel capital planning for workforce facilities improvements and renewals. The advisor will work closely with internal teams across SPU to create program and planning strategies that align with existing mayoral executive orders and SPUs policies and plans.

Job Responsibilities
- This position will work independently as the key advisor to manage and implement portfoliolevel planning for workforce facilities improvements and renewals. Examples of duties include the following:
- Assist leadership in realizing a vision for workforce facilities that aligns with the Strategic Business Plan and SPUs mission.
- Define portfolio level risks that must be addressed in the workforce facility portfolio and any improvements needed for SPU to meet its mission.
- Regularly review appropriate emergency response capability that depends on workforce facilities.
- Identify and build support for renewal projects that will help SPU deliver the defined level of service in the most efficient manner.
- Collect and analyze data to record performance against the customer/user level of service (CLOS) and technical level of service (TLOS) measures.
- Prepare reports for decision makers and policy makers.
- Review workforce facility capital renewal and replacement activities to ensure the organization is obtaining the best value for resources used.
- Develop project initiation including funding and options analysis (known as Stage Gate I at SPU) for all workforce facilities capital renewal and replacement projects.
- This position will also work independently as the key advisor to develop implement and manage a new building electrification program for SPU. Examples of duties include the following:
- Develop a program strategy in alignment with existing mayoral executive orders SPUs 2023 Facilities Master Plan and SPUs Climate Roadmap.
- Manage program implementation including schedule budget (and budget requests) campus studies project list and prioritization. This will include close coordination with SPUs Project Delivery and Engineering Branch and SPUs three lines of business (Water Drainage & Wastewater and Solid Waste).
- Develop policy for how SPU will go about implementing building emission reduction strategy.
- Present and make program recommendations to SPUs Executive Team on the strategic direction and present progress updates to SPU staff leadership and other city departments.
- Work with SPUs Enterprise Management Services staff to ensure that the new Workforce Facility Asset Management program is configured to report on targeted building system improvements.
- Manage and update the Workforce Facilities Master Plan to reflect this work and track progress.
- Develop program specific reports/SOPs

Qualifications
Experience:Minimum of five 5of professional experience in facilities management building electrification master planning program management policy development infrastructure planning environmental policy or related field. Seven years of relevant experience may be substituted if no degree.
Education:ABachelors Degree inPublic Administration Project Management Engineering Environmental Studies or related field.
Experience and Education Equivalency:Combinations of appropriate education training certification and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.
License:At the time of appointment must hold a validWashington State Driver License.
Desired Qualifications:
- Experience with portfoliolevel capital planning for workforce facilities.
- Experience developing and managing programs.
- Strong understanding of capital project planning and implementation.
- Knowledge of building systems (HVAC hot water etc. and the electrification of those systems.
- Experience with building asset management systems and reporting.
- Experience working independently across a large organization.
- Experience presenting updates and recommendations to leadership.
- Experience developing and managing budgets.

Workplace Environment:This position requires the selected candidate to work five 5 days inoffice.Individual schedules will be agreed upon by the employee and their supervisor. Work site is primarily office with occasional trips into the field or for offsite meetings.
The full salary range for this position is $54.60 $81.93 per hour.
