We are looking for candidates who have a passion for helping atrisk youth.
We areWorking Together to Strengthen North Carolinas Youth and Families!

This position is located at DPS Juvenile Justice Central Office in Raleigh (Wake County) NC.

This position plans directs coordinates implements evaluates and offers continuous quality improvements in the areas of: Policy and Learning Management System (LMS) reporting Grants Administration and Strategic Planning Data/Research/Fiscal Analysis External Affairs and NC S.A.F.E. (Secure All Firearms Effectively awareness campaign) Juvenile Records Prison Elimination Act (PREA) and internal communications functions of the Division of Juvenile Justice and Delinquency Prevention. This position collects information from experts to meet a need or request performs data analysis consults multisystem reports on all juvenile justice operations and composes responses to stakeholders in a consistent transparent professional and wellinformed manner. Furthermore this position advances the Divisions strategic direction by writing editing and continuously improving Division messaging that directs services effort and resources towards mission fulfillment and requests through expansion budget processes resources to improve operations and outcomes.

Analysis Research and External Affairs: The primary purpose of the Analysis Research and External Affairs section is to create unified messages for the Division of Juvenile Justice and Delinquency Prevention through communication to staff stakeholders partners and the public such that budget priorities grants and research policy and special projects are effectively directed towards the same goals and outcomes. External affairs within the section ensures like communication to state legislators local leaders and stakeholders and NC General Assembly support staff. This section performs or facilitates analysis of programs services and policies; creates strategic partnerships with educational and research entities; creates and trains staff and stakeholders on business analytic resources; and produces or coordinates JJDP legislative reports and research briefs. This section coordinates Prison Elimination Act (PREA) program activities and manages juvenile records requests.

Work Schedule:
This is a fulltime position Monday Friday 8AM 5PM. Occasional overnight travel travel to facilities across the state which may sometimes include weekend travel.

To qualify for this position applicants must demonstrate ALL of the following KSAs:


Experience developing and refining policies publications speeches and reports with a high degree of clarity accuracy and strategic alignment.

Experience convening crosssector experts and facilitating collaborative decisionmaking managing complex projects supporting IT needs and translating outcomes into actionable plans and written deliverables.

Experience communicating complex and technical information across a range of audiences including executive leadership legislative and judicial stakeholders and frontline staff.

Experience applying statistical and analytical methodologies to inform policy decisions and evaluate initiatives.

Experience leading largescale multiagency initiatives with statewide impact ensuring alignment with strategic goals and sustained outcomes.

Management Preferences: These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.

Experience referencing numerous resources and conducting data analysis to provide precise informed policy and research analysis.

Working knowledge of North Carolinas human resources administration and fiscal policies and practices including purchasing budgeting and accounting.

Comprehensive knowledge of North Carolinas juvenile justice initiatives and systems including facility operations court services community programs and administrative infrastructure.

Minimum Education and Experience Requirements

Masters degree related to the program assigned from an appropriately accredited institution and four years of experience in policy development and implementation;
or
Bachelors degree from an appropriately accredited institution and six years of experience in policy development and implementation;
or
an equivalent combination of education and experience.
