This opportunity is available to permanent Department of Revenue (DOR) employees only.

The Washington State Department of Revenue (DOR) is currently seeking a Tax Administration Manager(WMS2within the Audit division in Tumwater Washington. This position manages the Estate Tax Unit which administers Washingtons estate tax program. This position formulates statewide policy for the estate tax program and directs the activities of staff that review returns make tax adjustments and issue a release letter for each estate. This position also manages the statewide Escheats program that oversees estates where the decedent dies without a will.

This position is assigned to the Tumwater office in a hybrid environment.


Duties

Manages professional level staff on the Estate Tax Team.

Ensures consistency in the application of tax administration policies and procedures throughout the division.

Develops strategies and tactical plans within the scope of assigned goals and objectives of the division.

Utilizes a broad range of advanced managerial knowledge and skills to lead and motivate staff to achieve efficient and effective program administration and for monitoring individual team and program performance.

Applies tactical and strategic thinking when managing programs and keeps senior managers informed when significant issues arise.

Provides expert advice to staff on tax administration for assigned tax programs.

Develops proposals for new legislation and develops plans to effectively implement new programs or processes resulting from legislative changes.

Advises other divisions on tax administration policies procedures and modifications for the mission critical excise tax systems as it relates to assigned programs.

Qualifications

Bachelors degree in Business Administration Accounting Public Administration or closely allied field. (Additional experience in tax administration tax policy or in tax auditing may substitute yearforyear for the education.

AND

Minimum one year of experience as a Department of Revenue Excise Tax Examiner 3 or 4.

OR

Minimum one year of experience as a lead expert or supervisor in tax administration tax policy or tax auditing.

Competencies:

Demonstrates knowledge of tax administration programs policies and procedures in Washington State.

Demonstrates broad knowledge of the Revised Code of Washington as well as court cases Washington Tax Decisions rules and policies. This knowledge is used to administer the tax programs assigned to this position. It is also used to provide advice to the division managers and to interact with agencies of the federal government state agencies local governments and other divisions within the department.

Employs and acts upon tactical and strategic thinking and understands the big picture of agencywide operations and policy. This position plays a role within the agency as decisions affect large populations of taxpayers as well as other divisions within the agency.

Advanced knowledge of operations management theory and practice and the ability to apply these in the management of workloads at the employee unit and section level to provide high quality service to the departments customers.

Working knowledge and experience utilizing project management demonstrating leadership and using management principles. Understanding the collective bargaining agreement personnel rules and regulations including affirmative action and diversity regulations.

Demonstrates effective oral and written communication skills and the ability to motivate coach and mentor employees assess training needs and evaluate individual employee performance.

Facilitates effective team building skills.

Working knowledge of agency and division policies procedures and practices for the recruitment hiring promotion and retention of a high quality diverse workforce.

Applies expert knowledge of the mission critical computer systems used to maintain and adjust taxpayer information. This includes the ATLAS System and legacy systems such as the Taxpayer Accounts Receivable Information System (TARIS) the Credit Management System (CRMS) the Business Registration Management System (BRMS) the Excise Tax System (ET) the Electronic Filing (EFile) and the Estate Tax Filing System. The incumbent must possess the knowledge to create adjust and/or update the transactions within these systems as well as the ability to interpret review and approve staff adjustments to ensure the quality and integrity of the data on the systems. In addition the knowledge of how these systems affect or are used by other divisions in the agency is required.

Plans develops and delivers professional quality presentations and training on laws rules or any of the tax systems or programs administered within the division.

Stays abreast of local government interests and the skill to diplomatically and successfully interact with local governments concerning various tax issues.

Employs strong problemsolving skills to research and investigate complex account taxation system or policy issues and be able to effectively present the information along with recommendations to various levels of agency administration including the assistant director of the division or above.

Understands the legislative process. This position must be able to assess the impact of potential legislation on the division agency and taxpayers. They must be able to generate estimates of fiscal and resource impacts that such legislation would have on the division if enacted. They must also be able to develop appropriate models for tax administration in order to implement new tax programs.
