Job Summary:

Serves as a lead technician under the general supervision of the EngineerInCharge or designated representative coordinating all activities on highway maintenance projectsincluding quality control and inspection of landscape litter graffiti and sweeping contract activities. Inspects and documents the most complex contract related items and all phases of contract progress. Observes work procedures of contractor to ensure compliance with agency plans and specifications. Resolves issues of conflict with contractors (or escalatesthrough established procedures) initiates change orders and/or force accounts. Schedules and reviews completed work of other employees and provides training.

Job Duties:

Perform inspection documentation and testing as required for assigned projects.

Consult with contractors local agencies and citizens to develop alternative solutions to resolve issues and conflict at the lowest level in the field and prepare recommendations for project management.

Develop work schedules and assign and direct personnel to meet overall expectations related to assignments.

Review technical problems and develop procedures and recommendations for resolution of issues related to assignments.

Review verify and approve calculations test results and documentations for assignments.

Review supplemental agreements and financial documents and verify contractor pay quantities and approve for payment.

Prepare project related documentation to ensure conformance with all applicable laws rules regulations and standards.

Knowledge Skills & Abilities (KSAs):

KNOWLEDGE

  • Google Suite application Adobe Acrobat ADOT PermitDatabase ROAD Portal Right of Way and highway maps and plans.
  • Statutes administrative rules standards guidelines andpolicies pertaining to permits utility and railroad roadway bridge drainage and materials design road and bridge construction standard drawings for construction.
  • Temporary and Permanent Traffic Control ADOT TrafficDesign Guidelines and AZ Blue Stake 811 requirements.
  • Environmental requirements and clearances.
  • Tools equipment and materials used for highwayconstruction and utility installations.
  • Right of Way methods and documents for acquisitionand disposal of real property.
  • Research assessors databases property records and GISsystems.

SKILLS

  • Written and verbal communication including depositionsand testimony in a court of law.
  • Organizing and prioritizing work assignments.
  • Research & analyze programs databases and externalsources.
  • Understand construction sequencing methods andstandards.
  • Interpreting field inspection data and diaries.
  • Field monitoring of temporary traffic control plans.
  • Interpersonal relationships & customer service as appliedto members of the public agency and local governments.
  • Decision making handling complex permit types

ABILITIES

  • Work with difficult members of the public
  • Visualize impact of proposed encroachments anddetermine possible mitigations needed.
  • Assist training and guide staff members in permit relatedissues.
  • Review and approve all levels of utility plans and basicbusiness types of permits.
  • Develop standard work and process improvements forteam members.
  • Multitask and on a variety of permits and projects withcritical deadlines.
  • Organize prioritize and track work assignments.
  • Reading and interpreting a variety of technicalengineering documents

Selective Preference(s):

Four years of highway construction or maintenance (operations) experience in inspection and documentation or a bachelor degree in engineering technology orclosely related profession.

PreEmployment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (EVerify).
