Job Summary:

This Finance Administrator will report directly to the Chief Financial Officer and is responsible for overseeing Division Finance
Managers and/or other financial staff for the Arizona State Hospital. The position directs financial activity through subordinate Division Finance Managers Bureau Finance Managers and Financial Analysts and other financially related staff. This position will have the responsibility for assisting with the planning directing development and of the finances for the Agency. This position will oversee accounting functions banking functions and medical billing through subordinate accounting staff. This position will be the primary support for the CFO and Deputy CFO in all Budget and Financially related special projects responding to any requests from the Joint Legislative Budget Committee (JLBC) or the Office of Strategic Planning and Budget (OSPB) and requests for information from the Media or other sources outside of the Agency for the Arizona State Hospital.

The position provides management and oversight on all financial matters for the agency including development of budgets; forecasting revenues and expenditures; compiling monthly budget reports; monitoring financial activities including revenues expenditures appropriations budgets obligations and contractual activities; conducting monthly budget meetings with ASH Executive Team ensuring fiscal accountability; ensuring compliance with all applicable federal and state laws regulations rules and policies; supporting and enhancing the Agencys Continuous Quality Improvement (CQI) initiatives; strategic planning; and leading/supervising subordinate staff. This position will be a member of the Arizona State Hospital Governing Body and attend monthly meetings.

This position will work with both its direct and indirect reports to; educate empower and build succession plans mitigating risk to the
agency while building skill sets that will provide opportunities for growth and advancement. This will ensure financial staff from all
divisions are working closely to maximize coordination cooperation and communication to improve efficiency and effectiveness and
standardize work practices across the agency. Coordinating and integrating the activities of multiple professionals and subordinate staff
whose programs and/or organizational units interlock extensively to meet established organizational objectives and program goals.

This position will also be responsible for the coordination and review of ASH financial information for the Agencys annual budget to the JLBC and OSPB supplemental budget requests decision packages evaluation of potential legislative changes review of budget bills and special projects as assigned by the CFO. This position will also coordinate the development of any statutorily mandated financial reporting for the agency.

Job Duties:

Directly or indirectly supervise Division Finance Managers Bureau Finance Managers and Financial Analysts.
Provide guidance mentorship and training to subordinate staff.
Develop strategic financial plans and recommendations for the Agency on all financial matters for executivelevel management.
Manage and oversee reconciliations of accounts general ledgers and adhoc analysis recommend cost allocation methodologies and identify costsavings and revenue maximization opportunities.
Monitoring financial activities including revenues expenditures appropriations budgets obligations and contractual activities.
Ensure compliance with the Arizona State Accounting Manual Generally Accepted Accounting Principles and any and all applicable State and Federal Regulations. Identify potential internal control weaknesses and recommend/implement potential solutions.
Consult with executivelevel management to develop and monitor division expenditures plan identify potential shortfalls and recommend potential solutions.
Coordinate develop and oversee the agencys budget process for the Arizona State Hospital including development and submission to JLBC and OSPB indepth analysis of financial issues development of decision packages completion of ABS continuous evaluation of legislative proposals and assist in ongoing financial or legislative requests.

Selective Preference(s):

Bachelors Degree in Accounting Finance Economics or a related field from an accredited college and a minimum of 5 years of experience in budgeting governmental accounting experience and experience in cost allocation and reporting for a large organization. Masters degree in business or public administration or a related field may substitute for 12 of the required experience.
