THE PORT OF LONG BEACH IS SEEKING A MANAGING DIRECTOR OF ENGINEERING SERVICES

THE ROLE

The Managing Director of Engineering Services is a pivotal executive leadership role responsible for the stewardship of the Ports assets and infrastructure and overseeing the Engineering Services Bureau which provides a comprehensive range of engineering functions including design construction management program management project controls maintenance and surveying. The role demands extensive experience leading a large staff and managing largescale engineering projects with a proven track record in leadership and strategic planning. The Managing Director is responsible for a bureau of 291 teammates and an annual $368 million capital improvement budget.

THE TEAM

Comprised of six divisions the Engineering Services Bureau stewards the Ports assets and infrastructure through the of design construction management program management project controls maintenance and surveying functions associated with what is consistently one of the largest capital programs of any port in the country and forecasted at $3.2B over the next decade. This capital program addresses all aspects of the Ports infrastructure ecosystem including waterways inwater fills marine terminals rail and roadway systems as well as a wide variety of general public works infrastructure. This currently includes the $1.815B Pier B OnDock Rail Support Facility (Americas Green Gateway) being designed and built to transform the Ports rail system and move cargo in and out of the Port more efficiently supporting economic growth while reducing impacts on the environment and the surrounding community. It may also include a new 400acre floating offshore wind staging and integration terminal (Pier Wind) which is currently being evaluated in accordance with the California Environmental Quality Act.

HOW YOU GET TO CONTRIBUTE


  • Provide leadership and oversee all activities for the six divisions that comprise the Engineering Services Bureau for the Port of Long Beach: Engineering Design Construction Management Program Management Project Controls Survey and Maintenance.

  • Provide direct and indirect supervision of division directors establishing goals and objectives measuring performance and ensuring that an effective and customeroriented service level is attained.

  • Provide strategic direction for the Engineering Services Bureau aligning its mission with the overall mission and vision of the Port.

  • Consult with bureau heads and division directors to determine their short and longterm needs and lead the development and management of assets and infrastructure to meet those needs.

  • Guide and advise the Board of Harbor Commissioners Chief Executive Officer and Chief Operating Officer on the short and longrange development plans for the Port.

  • Lead overall direction of the Ports development activities and Capital Improvement Program.

  • Provide leadership supporting the development and implementation of procedures that ensure capital projects are of high quality on time and within budget and that appropriate fiscal controls and best practices standards are followed. Represent the Port with local state and federal agencies pertaining to development activities and the stewardship of Port assets and infrastructure.

  • Ensure all aspects of the Ports infrastructure ecosystem receive the attention needed such that all is in a condition to serve their intended purpose for the efficient movement of cargo and the public through the Ports Harbor District.

  • Oversee the development of infrastructure master plans designed to achieve short and longrange development plans for the Port.

  • Promote responsible and sustainable Port development that accommodates changes in trade volume and equipment and machinery that move cargo within the Port.

  • Make presentations to the Board of Harbor Commissioners City Council State and federal agencies port industry the public and professional organizations.

  • Ensure bureau staff are aware of and committed to the strategic goals and values of the Port.

  • Engage Port terminal operators and other members of the goods movement industry to discuss and advance development plans within the Port and respond to inquiries from these groups on a wide range of subjects.

  • Performs other related duties as required.

REQUIREMENTS TO FILE


QUALIFICATIONS

Desirables
  • Masters Degree or advanced coursework in a discipline related to Civil Engineering or Management is desirable. Professional certifications are desirable.

  • Experience within the goods movement industry with a focus on transportation terminal or marine terminaldevelopment is strongly preferred.


The ideal candidate will have a strong engineering background handling progressively challenging engineering projects supervising designs reviewing construction and survey work reviewing schedules and estimates maintaining infrastructure assets and resolving issues between teams of professional and technical managers. You must have knowledge of design project management construction management project controls surveying and maintenance. To thrive you will need to be flexible strategic innovative and forwardthinking with excellent client/customer relation skills and exceptional public speaking/presentation skills. It is essential you have demonstrated leadership that includes maturity and the ability to articulate an organizations and others. This role requires the ability to acclimate quickly in a fastpaced environment of innovation and collaboration and the willingness to employ creative solutions in structuring business.

THE BENEFITS


The Port of Long Beach has established an annual salary range of $253055$354277.Starting salary is determined by a combination of qualifications professional experience and internal equity considerations. An attractive package of executivelevel benefits is also included with the opportunity of working in one of the most diverse and dynamic areas of the United States. The Ports generous benefits package includes:


  • AutoAllowance $ 550 per month.

  • Executive Leave 40 hours per year.

  • Retirement For new employees the CalPERS retirement formula is 2.0 at 62 coordinated with Social Security. Currently member contributions are 8.00 for CalPERS and 6.2 for Social Security paid by the employee. For employees with prior CalPERS status CentralPayroll will review and determine the formula. For prior employees with a break in service greater than six 6 months this could be 2.0 at 62 coordinated with Social Security.

  • Vacation Vacation is accrued at 3.7 hours per pay period to begin which is equivalent to two weeks on an annual basis. Vacation can be used after six months of service. Vacation accrual increases at specific milestones of years of service.

  • Sick Leave Accrued at 8 hours per month. Accruals may be converted upon retirement to cash credit toward health and/or dental insurance premiums or retirement service credits.

  • Holidays 11 scheduled holidays per calendar year and four 4 personal holidays.

  • Paid Parental Leave After six 6 months of City employment the City pays up to 30 consecutive days 160 hours) for eligible employees to take paid time to bond with a child upon birth adoption or foster placement of a child up to the age of 17.

  • Bereavement Leave 5 days for the death or critical illness of an immediate family member.

  • Vacation Accrual for Prior Service Vacation accrual rate may be adjusted to provide credit for previous fulltime employment at a public service agency. Credit for public service shall only be given for completed years of service as a fulltime permanent employee. Public Service credit does not apply to any other benefits.

  • Pay for Performance Pay for Performance is awarded based on employee performance as demonstrated through achievement of individual goals demonstration of required competencies and available budget funds.

  • Deferred Compensation City match of base salary for all qualified members.

  • Group Health Insurance Medical and dental options (HMO and PPO). Free vision coverage.

  • Life Insurance Citypaid life insurance policy of $ 20000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500000.
