DEPT OF EMERGENCY AND MILITARY AFFAIRS

The Department of Emergency & Military Affairs (DEMA) led by The Adjutant General provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sectionsoperations preparedness and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally DEMA is the headquarters for the Arizona National Guard the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community state and federal missions.

Job Summary:

The Emergency Management Planner leads and assists with statewide emergency planning efforts. The Planner also provides technical assistance to support county state and tribal partners emergency management planning efforts. This role includes assisting in using emergency management planning software or technologies by providing technical planning support to statewide partners. They will also colead or support statewide projects such as the State Emergency Response and Recovery Plan (SERRP) Threat and Hazard Identification Risk Assessment (THIRA) statewide COOP initiatives and Emergency Operation Plans (EOPs). The position works collaboratively with other branches offering guidance and ensuring that statelevel planning efforts are aligned and on track. Completes preparednessrelated projects and assists in developing innovative pilot programs as assigned by the Planning Branch Manager. The role also actively participates in professional development activities including attending state and national meetings and fulfilling Emergency Management Performance Grant (EMPG) requirements. The Planner will also complete internal training requirements and develop and host presentations for county state and federal stakeholders at meetings seminars and conferences related to Emergency Management.

Job Duties:

Responsibilities include:
Provides technical emergency management planning assistance to county state and tribal partners to support statewide projects coleading or assisting in the development of critical initiatives such as the State Emergency Response and Recovery Plan (SERRP) Threat and Hazard Identification Risk Assessment (THIRA) COOP initiatives and Emergency Operations Plans (EOPs).
Develops and delivers workshops seminars and training sessions for county state and tribal stakeholders. These efforts focus on emergency management topics such as COOPs EOPs the SERRP and the effective use of emergency management planning software or technologies. Collaborate with the Training and Exercise branch to ensure workshops and trainings are in compliance with the Homeland Security Exercise and Evaluation Program (HSEEP) and EMPG requirements.
Assists in the use of emergency management planning software or technologies to support statewide partners. Help facilitate training sessions assists with troubleshooting tracking plan progress ensuring users can navigate the platform and help troubleshoot issues. Collaborate with the manager to review submitted plans ensuring they comply with federal and state guidelines.
Provides guidance and technical assistance to internal divisional branches to help ensure that planning deadlines are met and efforts across branches are aligned with state strategies. Monitors the progress of planning initiatives across different branches and provides support where needed ensuring that statewide emergency planning efforts stay on track. Reporting updates to relevant stakeholders or supervisors.
Participates in nonotice State Emergency Operations Center (SEOC) activations supporting the Plans Section during activations training and exercises events. Opportunity to deploy locally or out of state under the Arizona Emergency Management Assistance Compact (AZEMAC) or the national Emergency Management Assistance Compact (EMAC) to assist with realworld incidents providing critical support to affected regions.
Completes training requirements to maintain qualifications and ensure professional growth in emergency management. Develops and presents at meetings seminars and conferences sharing insights on emergency management topics with stakeholders from across county state and federal levels.
Attend state and national meetings seminars and conferences related to emergency planning to stay informed about emerging trends and best practices.

Knowledge Skills & Abilities (KSAs):

Knowledge of:
Understanding of emergency management processes including plan creation and evaluation for COOPs EOPs SERRP and THIRA.
Expertise in using and troubleshooting emergency management software focused on providing practical support to enhance statewide planning efforts.
Comprehensive knowledge of regulatory environments at both federal and state levels particularly how they impact emergency planning and operations.
Insight into the organizational dynamics of state county and tribal emergency management understanding their unique needs and how to address them.
Current with the latest developments and innovations in emergency management prepared to integrate new methods and technologies into state practices.

Technical proficiency with emergency management systems ensuring efficient use and support across multiple user groups.
Project management prowess capable of leading significant statewide initiatives and ensuring they are executed effectively.
Excellent communication and facilitation skills essential for delivering engaging and informative workshops and training sessions.
Strong collaborative skills necessary for working with a diverse range of stakeholders to align emergency planning efforts across different levels of government.
Adept at analyzing data to track progress and report on the status of emergency plans to key stakeholders and decisionmakers. Communicate effectively both in speaking and writing as appropriate for the needs of the audience.

Ability to:
Ready to act swiftly during emergency activations including potential deployments under the AZEMAC or EMAC agreements.
Committed to ongoing professional development to stay at the forefront of emergency management practices and principles.
Capable of organizing and leading training sessions that build proficiency in emergency management technologies among partners and stakeholders.

Flexible and proactive in managing changing priorities in a dynamic environment ensuring readiness and effective response strategies are maintained.

Selective Preference(s):

FEMA Professional Development Series (PDS) and Advanced Professional Series (APS) preferred. Bachelors degree in emergency management public administration public safety business management political science or public health.

PreEmployment Requirements:

Special Job Requirements:
Must be able to obtain and maintain a Arizona State Drivers License. In and out of state travel required.
Candidates for this position will be required to submit to a criminal background investigation.
Requires anytime 24/7 response and nonotice recall to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations.
Trains for specific EOC positions and performs duties as assigned through internal agency policy.
